Background/Discussion
Duffy Development has two residential facilities in southeast Elk River: The Depot and Coachman Ridge. Duffy
owns a developable property adjacent to the Coachman property in which they would propose to construct a new
building of approximately 50 units targeted to the 55+ population. This project was discussed by the HRA and
City Council in the Spring of 2023 as Duffy sought funding through the state’s consolidated housing finance
application. The company received notice recently that it was not selected for funding in this award cycle.
Duffy intends to apply for funding again in the 2024 cycle and has requested the opportunity to present the
project to the HRA. A component of the state application awards points based on local support and participation.
The City Council provided a letter of support on recommendation of the HRA in 2023. The application is due
next July.
