Discuss the Natural Resource Management Plan for Camp Cozy Park.
Recommend, by motion, the Natural Resource Management Plan (NRMP) for Camp Cozy Park.
Background/Discussion
In cooperation with the City of Elk River, the Friends of the Mississippi River (FMR) developed a NRMP for Camp
Cozy Park. Laura Domyancich-Lee, FMR Ecologist presented recommendations to the Commission at the
November 8 meeting. A public open meeting facilitated by the FMR staff was also held on November 8 prior to the
Commission meeting. Commissioners and the public were able to provide input on the plan to preserve and restore
habitat, protect water quality, and provide valuable recreational opportunities at Camp Cozy.
It is important the NRMP will not restrict the city’s ability to program the park in the future. Recreational
opportunities recommended in the NRMP includes trail access provided by the existing trail network, picnic areas
and improved access to the river. The NRMP can be used as an appendix/attachment to the system wide Parks
Master Plan expected to be developed in 2025.
Financial Impact
None. Any grant funding for restoration work will need to be mutually agreed upon by the city and the FMR.
