Background/Discussion
Attached is the 2024 Compensation Plan for Non-Organized EmployTees. Changes include:
■ Four percent increase as approved in the 2024 budget and reflected in item #1 and the PayT Plan on the final
page of the document. It is also reflected in payT for paid on-call firefighters, dutyT officers, police reserves,
and liquoY stoYe clerks and deliveryr driveYs.
■ Minimum `vage has increased which is reflected in the pay for new firefighters in the training academ�T.
PreviouslyT firefighters received minimum wage for their first y ear of emplo�Tment. Because academyT
graduates are responding firefighters, they will move to the base pay follo`ving academyT graduation.
■ Pay rates have been adjusted for part-time, seasonal, and temporaryT recreation employTees to accommodate
the market and assist in hiring. Recreation intern, weekend facilityT supervisor, and warning house attendant
are positions previouslyT filled but within existing position titles. We are breaking these out to provide
competitive wage scales and specific job duties. All positions fall within the budgeted part-time salaries.
■ The senior activityT center assistant position is being moved into the PayT Plan beginning JanuaryT 1, 2024.
■ We are adding a Lead Seasonal Gardener position. This position will train and direct the �vork of seasonal
laborers. This is a position change and has no additional effect to the budget.
■ We no longeY have paYt-time liquoY stoYe cleYks hired before Sept. 1, 2005, so that refeYence is removed.
■ Fle�ble Benefits Plan contributions — AppYoved at the September 18, 2023, Council meeting.

All current pa�T ranges of the approved Cit�- Pa�T Plan shall increase four percent (4%)
effective the first pay period of Januar�r 2024 which begins on DecembeY 31, 2023.
2. New Wastewater TYeatment OperatoYs who do not hold a certification will start at step A
of the city's pay plan. Operators who hold a D certification will start at step B, and
operators `vho hold a C or higher certification will start at step C. Operators shall qualifyT
for regular annual step increases `vith satisfactoryT performance. Operators mayT qualifyT for
earlier step increases based on obtaining a higher-level certification as follows:

With satisfactory performance and once a certification has been obtained, the employTee
shall immediately move to the next step. Employrees who receive a step incYease foY
obtaining a higher certification are not eligible for an annual step increase until after one
yTear of receiving the certification-based step. Annual steps will be given in accordance
with item #4 below. Operators who do not have an operator's certification shall not
move to the top step of the pay gYade.
Starting Pa�
The cityT has discretion to negotiate a higher starting rate within the pa�T range as deemed
appropriate based on experience, education/training, or the market.
Ste� Increases
4. All non-union full-time and eligible part-time employTees maintaining satisfactor�T
performance �vill move up one step in their payT range on their anniversar�T date of hire or
promotion.
All orientation period emplo�Tees will receive increases as stated in their emplo�Tment
letter. If no special provision was outlined in the emplo�Tment letter, the emplo�Tee shall
receive the first step increase on the date noted above provided theyT have successfull�T
passed Orientation and are performing satisfactoril�T.

Officers who serve on-call as DutyT Officer shall be paid $6.30 for each hour of on-call

Fire Academy instructors and Fire Department members instructing a course for
firefighters earning a certification or maintaining a certification or licensure shall be paid

Part-Time Police Reserves are required to serve in both a volunteer and a paid capacit�r.
Effective Januar�T 1, 2024, Police Reserves shall be paid $18.83 per hour for the hours that

At the city's discretion, when hired, employees may be granted an amount equivalent to
the Maximum Annual Hourly Increase for each year of related education or previous
work experience.

Seasonal Park Laborer, Seasonal Street Laborer, Winter Public Works Laborer, Seasonal
Sno`vplo`v Operator, Seasonal Wastewater Laborer, Seasonal Gardener, and Lead
Seasonal GaYdeneY employees may Yeceive an incYease at the beginning of the season at
the city's discretion. If an employee returns for another season in the same calendar yTear,
the�T are not eligible for another increase.
FT Center Customer Service Associate, FacilityT Worker/Ice Resurfacer, FacilityT Worker,
Operations Assistant, Concession Worker, and Lead Concession Worker employTees may
receive an increase for each additional yTear the employee works for the FT Center.
Increases `vill be given on the first dayT of the first full payT period of the calendar �Tear at
the cit�'s discretion.
Skating Academy employTees mayT receive an increase for each additional year the
employee works for the FT Center. Increases `vill be given at the beginning of each fall
pYogYam session (September) at the cit�'s discretion.
Ska ting Academ�
Assistant Skating Academy Director - At the beginning of each session, the Skating
AcademyT Director shall assign one instructor to be Assistant Skating r�cademyT Director.
Off Ice Time - Includes time spent planning lessons and skating programs, meetings, and
any otheY activityr that is not performed on the ice. The Skating Academyr Director shall
be paid 60% of his/her regular wage for off ice time which shall not exceed one half hour
for each hour spent on ice. The Assistant Director shall be paid 50% of his/her regular
wage for off ice time which includes off ice activities performed as Acting Director and
required meetings FT Center Management and/or Skating AcademyT Director. If the off
ice wage falls below minimum wage, minimum `vage will be paid for off ice time.
Effective JanuaryT 1, 2024, Part-Time Liquor Store Clerks shall be paid in accordance with
the following schedule:

Based on satisfactoryT performance Part-time Liquor Store DeliveryT Drivers will move up
to step B after six months, step C on their first anniversar�T date, step D on their second
anniversary- date, and step E on their third anniversar�T date.
On-Call Pa�T
11. WastewateY OpeYatoYs aYe assigned on call duties foY periods of one week. The on-call
operator will be compensated a total of 10-hours of overtime/compensatoryT for their on-
call week (1-hr M-F, 2.5-hYs S-S). The on-call duties include Yesponding to afteY-hours
emergency callouts and performing required duties at the Wastewater Treatment FacilityT
on Saturday, Sunday, and anyT holidayTs that fall within the assigned week. Wastewater
operators shall receive 4-hours of additional overrime/compensatoryT payT for on-call
Younds perfoYmed on paid holida�rs that fall within their on-call �ueek (total of 14 hours of
pay if during a�ueek �uith a single-paid holidayT). If a holiday falls on a MondayT, the
operator that was on call on Sunday is on call for the holiday. Unexpected conditions
resulting in work for waste�vater operators extending be�Tond a 2.5-hour rotation on
weekends or holidays will be paid according to the actual time worked by the employee
calculated to the neaYest 15-minutes.
Premium Pav
12. Non-union sno`vplow operators working on snow removal duties on Saturday s and
SundayTs will receive one- and one-half times their regular rate of pay for their hours
worked.
13. Police department clerical employTees required to tyTpe reports on a Sunday shall receive
one- and one-half times their regular rate of payT for their hours worked.
Out of Class Pa�T
14. An�r employree who is assigned to opeYate a snowplow truck �uho does not operate a
sno`vplo`v truck as part of his/her regular position `vith the cit�T shall be paid at their
current rate of payT or payT grade 5N of the Cit�- Pa�T Plan, whichever is greater, for these
sno`v removal hours. Emplo�Tees utilizing pa�- grade 5N for this provision shall begin at
step A and receive a step incYease at the beginning of each snow season that they are
assigned to perform sno`v plo`ving duties.
INSURANCE BENEFITS
15. r�ll regular full-time employTees are eligible for insurance benefits. Part-time emplo�Tees
scheduled to work 30 oY more hours peY week aYe eligible foY pYOYated insuYance benefits.
Retired employTees with a Phased Retirement Oprion Agreement are eligible for insurance
benefits as identified in the AgYeement. Seasonal and tempoYaryr employees are not
eligible for insurance benefits.
16. Employrees eligible for insurance benefits are eligible for participation in the cit�'s Flexible
Benefits Plan. The contribution levels shall be as follows:

Employees enrolling in the city's Health Savings Account (HSA) compatible health
insurance and contributing at least $1.00 into an HSA shall receive $60.00 peY month
contribution into their HSA.
Employees participating in the city's Flexible Benefits Plan shall be provided $25,000
group term life insurance coverage.
Paid On-call Firefighters ��ho are not full-time cityT employTees shall be provided $10,000
life insurance coverage.
OTHER
18. The Cityr Council mayr make adjustments in any section of the Payr Plan at any Cityr
Council meeting for anyT reason including performance incentives, state or federal la`v
changes, the PayT EquityT Law, or anyT other reason the Council deems appropriate.
19. All employees who are members of the Law Enforcement Labor Services (LELS), Locals
231, 271, and 501, oY the International Union of Operating Engineers, Local 49, shall
Yeceive compensation and benefits as outlined in the MasteY LaboY AgYeement between
the cityT and the union.
