Mississippi Trail Connection

Action Requested
Support, by motion, an application for grant funds for fiscal year 2028 through the Greater Minnesota
Transportation Alternatives (TA) program.
Approve, by motion, a resolution agreeing to operate and maintain the Mississippi Trail Connection facilities
constructed with the federal transportation funds for the useful life of the improvement.
Background/Discussion
Funding through this grant seeks to create a multi-use bicycle and pedestrian trail connection between River’s
Edge Commons Park in downtown Elk River to the boat landing at Babcock Memorial Rest Area. This trail
connection is included within our 2018 Trail Master Plan.
The trail would follow Main St. downtown Elk River, cross Parish Ave., and continue along the southwest side of
highway 10 until it reaches Babcock Memorial Rest area. It would then extend along the park road until reaching
the end of Babcock Memorial Rest Area at the boat launch. The last trail link for the project would be under the
HWY 101 bridge with a connection to the adjacent residential development.
Financial Impact
The TA funding available through this solicitation is for project construction in fiscal year 2028. TA funding
requires a 20 percent local match and only covers construction costs.

A Resolution of the City Council of the City of Elk River to Maintain the
Mississippi Trail Extension Project
WHEREAS, The Federal Highway Administration (FHWA) requires that states agree to
operate and maintain facilities constructed with federal transportation funds for the useful
life of the improvement and not change the use of right of way or property ownership
acquired without prior approval from the FHWA; and
WHEREAS, Transportation Alternatives projects receive federal funding; and
WHEREAS, the Minnesota Department of Transportation (MnDOT) has determined that
for projects implemented with alternative funds, this requirement should be applied to the
project proposer; and
WHEREAS, Elk River is the sponsoring agency for the transportation alternatives project
identified as Mississippi River Trail
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River, Minnesota, as follows: the sponsoring agency hereby agrees to assume full
responsibility for the operation and maintenance of property and facilities related to the
aforementioned transportation alternatives project.
