Dietz, MayroY ATTEST: Tina rlllard, Cit�r C1eYk PONEREO er ������ CITY OF ELK RIVER 2024 COMPENSATION PLAN FOR NON-ORGANIZED EMPLOYEES PAY Pa�T Ranges All current pa�T ranges of the approved CityT Pa�T Plan shall increase four percent (4%) effective the first pay period of Januar�r 2024 which begins on December 31, 2023. 2. Ne`v Waste`vater Treatment Operators �uho do not hold a certification `vill start at step A of the cit�T's payT plan. Operators who hold a D certification will start at step B, and operators `vho hold a C or higher certification will start at step C. Operators shall qualifyT for regular annual step increases `vith satisfactoryT performance. Operators mayT qualify for earlier step increases based on obtaining a higher-level certification as follows: CeYtification Step - A D B C C-D B E With satisfactory performance and once a certification has been obtained, the emplo�Tee shall immediately move to the next step. Employees who receive a step increase for obtaining a higher certification are not eligible for an annual step increase until after one yTear of receiving the certification-based step. Annual steps will be given in accordance with item #4 belo`v. Operators who do not have an operator's certification shall not move to the top step of the payr gYade. Starting Pa�T The cityT has discretion to negotiate a higher starting rate `vithin the payT range as deemed appropriate based on experience, education/training, or the market. Ste� IncYeases 4. All non-union full-time and eligible part-time employTees maintaining satisfactory performance will move up one step in their pay range on their anniversaryT date of hire or promotion. r1ll orientation period employrees will receive incYeases as stated in their employrment letter. If no special provision was outlined in the employTment letter, the employee shall receive the first step increase on the date noted above provided theyT have successfullyT passed Orientation and are performing satisfactoril�T. Annual Hour1�T Increase Recreation Program Leads, Program Supervisor, Weekend FacilityT Supervisor, Building Attendant, Warming House Attendant, and Farmers Market Program Supervisor, employees may receive an increase once per year at the CityT's discretion. Seasonal Park Laborer, Seasonal Street Laborer, Winter Public Works Laborer, Seasonal Snowplow Operator, Seasonal Wastewater Laborer, Seasonal Gardener, and Lead Seasonal Gardener emplo�rees ma�r receive an increase at the beginning of the season at the cityT's discretion. If an employee returns for another season in the same calendar yTear, theyT are not eligible for another increase. FT Center Customer Service Associate, FacilittT Worker/Ice Resurfacer, FacilityT Worker, Operations Assistant, Concession Worker, and Lead Concession Worker employTees may receive an increase for each additional yTear the employee works for the FT Center. Increases `vill be given on the first dayT of the first full payT period of the calendar yTear at the city's discretion. Skating AcademyT employTees mayT receive an increase for each additional �Tear the emplo�Tee `vorks for the FT Center. Increases `vill be given at the beginning of each fall program session (September) at the cityT's discretion. Skating Academ� Assistant Skating AcademyT Director - At the beginning of each session, the Skating Academ�T Director shall assign one instructor to be Assistant Skating AcademyT Director. Off Ice Time - Includes time spent planning lessons and skating pYograms, meerings, and anyr otheY activityr that is not peYformed on the ice. The Skating Academy Director shall be paid 60% of his/her regular `vage for off ice time which shall not exceed one half hour for each houY spent on ice. The Assistant DirectoY shall be paid 50% of his/her Yegular wage for off ice time which includes off ice activities performed as Acting Director and required meetings FT Center Management and/or Skating AcademyT Director. If the off ice wage falls below minimum wage, minimum `vage will be paid for off ice time. Effective Januaryr 1, 2024, Part-Time Liquor Store Clerks shall be paid in accordance with the following schedule: A B C D E 15.14 16.22 17.66 19.10 20.55 Based on satisfactoryT performance Part-time Liquor Store Clerks will move up to step B after six months, step C on their first anniversaryT date, step D on their second anniversaryT date, and step E on their third anniversary date. 10. Effective Januaryr 1, 2024, PaYt-Time LiquoY StoYe Deliveryr DriveYs shall be paid in accordance with the following schedule: A B C D E 17.85 18.93 20.36 21.81 23.25 Based on satisfactoryT performance Part-time Liquor Store DeliveryT Drivers will move up to step B after six months, step C on their first anniversar�T date, step D on their second anniversary- date, and step E on their third anniversar�T date. On-Call Pav 11. Waste�vater Operators are assigned on call duties for periods of one week. The on-call operator `vill be compensated a total of 10-hours of overtime/compensator�T for their on- call week (1-hr M-F, 2.5-hrs S-S). The on-call duties include responding to after-hours emergencyT callouts and performing required duties at the Waste`vater Treatment FacilityT on Saturday, SundayT, and anyT holidayTs that fall within the assigned week. Wastewater operators shall receive 4-hours of additional overtime/compensatory payT for on-call rounds performed on paid holidayTs that fall within their on-call `veek (total of 14 hours of payr if during a week tivith a single-paid holidayr). If a holidayr falls on a Monda�r, the opeYator that was on call on Sunda�r is on call foY the holiday. Unexpected conditions resulting in �vork for �vastewater operators extending be�Tond a 2.5-hour rotation on weekends or holidayTs will be paid according to the actual time worked by the employTee calculated to the neaYest 15-minutes. Premium Pav 12. Non-union sno`vplow operators `vorking on sno`v removal duties on SaturdayTs and SundayTs will receive one- and one-half times their regular rate of payT for their hours worked. 13. Police department clerical employTees required to tyTpe reports on a Sunday shall receive one- and one-half times their regular rate of payT for their hours worked. Out of Class Pa`T 14. An�r employree who is assigned to opeYate a snowplotiv truck ��ho does not opeYate a sno`vplo`v truck as part of his/her regular position `vith the city shall be paid at their current rate of payT or payT grade 5N of the CityT Pay Plan, whichever is greater, for these snow removal hours. Emplo�Tees utilizing payT grade 5N for this provision shall begin at step A and receive a step increase at the beginning of each snow season that the�T are assigned to perform snow plowing duties. INSURANCE BENEFITS 15. All regular full-time employees are eligible for insurance benefits. Part-time employees scheduled to work 30 or more hours per `veek are eligible for prorated insurance benefits. Retired employees with a Phased Retirement Option Agreement are eligible for insurance benefits as identified in the AgYeement. Seasonal and tempoYaryr employees are not eligible for insurance benefits. 16. EmployTees eligible for insurance benefits are eligible for participation in the cityT's Flexible Benefits Plan. Employees participating in the cit�T's Flexible Benefits Plan shall be provided $25,000 gYoup teYm life insuYance coveYage. Paid On-call Firefighters ��ho are not full-time cityT employTees shall be provided $10,000 life insurance coverage. OTHER 18. The CityT Council may make adjustments in any section of the PayT Plan at any CityT Council meeting for any reason including performance incentives, state or federal law changes, the PayT Equity Law, or any other reason the Council deems appropriate. 19. All employees who are members of the Law EnfoYcement Labor Services (LELS), Locals 231, 271, and 501, oY the International Union of Operating Engineers, Local 49, shall receive compensation and benefits as outlined in the Master Labor Agreement between the cityr and the union.
