Background/Discussion
The updated Personnel Policyr Manual was accepted byr the City Council at the December 18, 2023, meeting. There
`vere t�vo items in the manual that should have been brought to Council for approval.
Because our liquor stores and the Furniture and Things CommunityT Event Center operate on holidays, holiday
benefit-earning employTees receive their holida�Ts as a bank of hours to use throughout the yTear. If theyT have a
holidayT off, theyT use hours from this bank. TheyT also use them for other dayTs to make up for having to work on
the holiday. Our practice has been that employTees lose any of these holiday hours that they haven't taken by the
end of the yTear. The new policyT payTs out unused hours each yTear.
Non-holidayr benefit eligible part-time, seasonal, and temporaryr employees have received 1.5 times pay when
`vorking on only certain holidayTs. This was inconsistent bet�veen divisions and locations and didn't compensate
`vhen `vorking on others of our recognized holiday s. These employTees `vill no`v receive 1.5 times their pay `vhen
working on any of our Yecognized holidays.
Financial Impact
Based on holidayT hours lost in 2023 the financial impact would be about �3,200.00. The parttime salaries are
included in the 2024 budget.

Holiday Leave
Regular, full-time employees are eligible to receive pay for the following holidays:
■ New Year's Day
■ 1�lartin Luther King, Jr. Day
■ Presidents Day
■ Memorial Day
■ Juneteenth
■ Independence Day
■ Labor Day
■ Veterans Day
■ Thanksgiving Day
■ Friday after Thanksgiving
■ Christmas Eve
■ Christmas Day
Part-time employees will receive paid holidays on the same basis as regular, full-time employees, except that
holiday pay will be pro-rated according to the number of hours worked. To be eligible, part-time employees
must work a set schedule with a minimum of forty (40) hours per biweekly pay period.
Most temporary and seasonal employees are not eligible for holiday pay.
Employees worl�ing a Monday through Friday workweek, holidays occurring on Saturday are observed the
preceding Friday and holidays occurring on Sunday are observed on the following 1�londay.
When a holiday falls during an employee's vacation or sick leave, the employee will not be charged with vacation
or sick leave for the holiday hours, the hours will be considered holiday leave.
Although the cin� prefers that employees enjoy the obsen=ed holiday s, emergencies may arise. If a non-exempt
employee is required by his/her supervisor to work on an actual holiday, the hours worked (in addition to
holiday pay) shall be paid as follows:
1. Regular non-exempt full-time and regular non-exempt part-time employees (exclucling employees to
which #2 below applies) scheduled for or called in to work on the actual holiday s listed above shall
receive one and one-half the employee's regular rate of pay in addition to the holiday pay.
2. Holiday benefit-earning liquor store and FT Center employees (excluding senior activit�r center
employees) will be given a bank of holidays (8 hours for each recognized holiday) to use throughout the
year. Holidays not used will be paid to the employee in December of each year. Employees will not
recei�re one and one-half the employee's regular rate of pay if working on a holiday.
3. Employees performing emergency or mission critical snow removal shall be paid double time for hours
worked on a holiday. For the purpose of this section, the additional pay applies on the actual holiday if
different from the day obsen=ed by the city.
4. Firefighters shall be paid double time for emergency response and scheduled Fire Watch hours worked
on New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, Christmas Eve and
Christmas Day.
5. If scheduled to work on the actual holiday listed above, non-holiday benefit eligible parttime, seasonal,
or temporary employees shall be paid at 1.5 times their regular rate of pay.
