The change is due to the recent access and visibilityr changes resulting from the Highway 169 project. Planning Commission The Planning Commission discussed the Yequest during two sepaYate meetings. The public hearing was held on NovembeY 28, 2023, wheYe theyT continued their discussion to a later date and requested additional research regarding recommendations for sign height based on the speed of the adjacent Yoadway. They were supportive of the proposed 40-foot height limit. Background/Discussion The Planning Commission reviewed this request during their November 28, 2023, regular meeting. Staff reviewed the pYoposal and recommended incYeasing the peYmitted sign height to 30-feet above the gYade of the adjacent e�t Yamp - an increase to appro�mately 41-feet. The Commission held a public hearing where one resident spoke in opposition to the requested 61-foot sign due to concerns `vith visibilinT in the nearb�T residential neighborhoods. The applicant also spoke and requested an increase from the staff recommendation to at least 45-feet. After receiving public comments, the chair closed the public hearing, and the Commission discussed the request. The group ��as generally not supportive of the 61-foot request but agreed that additional sign height was appropriate due to the access changes to Highwa�T 169. TheyT unanimouslyT continued their discussion to Dember 19, 2023. Staff searched for recommendations regarding sign height and size based on vehicle speeds and found a handful of recommendations. A publication from The Transportation Research Board provides a table for sign height recommendations that includes vehicle speeds. This table is included in the table to the right. This recommendation is in-line with recent discussions at the Planning Commission regarding standards for the entire corridor. Staff recommend increasing the permitted freestanding sign height in the Barrington Place PUD to 40-feet above the adjacent grade of the mainline of HighwayT 169. Discussions for the rest of the corridor `vill continue, but the location of the PUD supports this proposal. The adjacent Yamp is at an elevation of 922 feet, the sign is at 912 feet, and the maiul.iue highwayr is 913 feet Staff proposes basing the sign height off the elevation of HighwayT 169. E�sting signage along this corridor was limited to 30 feet prior to construction, and the recommended change would app1�T that same height standard, but base if off of the adjacent highwa�r elevation. Applying that standard to this application, the sign height limit would be at an elevation of 952 feet or 40 feet tall. This is 30 feet above the ramp and 39 feet above the main line. As visibilityT to the sign, at distances `vhen a decision to e�t is required, has not been significantly impacted, staff recommend the sign height be limited to 30 feet above the adjacent roadwayT grade. This standard would be a precedent for future ordinance amendments, variances, and PUD amendments along HighwayT 169. Applicable Regulations In approving a Conditional Use Permit, the council mayT impose such specific conditions with regard to the development or operation of the proposed use as it considers necessar�T to satisf�T the seven standards set forth in Section 30-654 and the requirements contained in this article and to promote compatibilit�T with and minimize anyT potentiallyT adverse effects upon adjacent properties, the neighborhood or the cityT. The issuance of a Conditional Use Permit can be ordered on1�T if the use at the proposed location: 1. The highwayT business categor�T primaril�T consists of a mix of auto-oriented retail and service businesses, restaurants, and communityT and regional-scale shopping centers. High`vayT business uses are located along High�vayT 169 and High`vayT 10 and have high visibilityT from these corridors. The use is consistent with the Comprehensive Plan. The surrounding area is fully developed. The use will not impede the normal and orderl�r development and improvement of surrounding vacant propertyT. They did not want to see the sign from their backyard. ■ Supported staff's recommendation of 40-feet. ■ The applicant spoke and requested a minimum of 45-feet as there is a fence along the top of the bridge which may impact visibility of a shorter sign. ■ Commission requested a information on standard sign height recommendations based on vehicle speed and continued discussion to December 19, 2023. Plannin Commission g ■ Staff's research found a recommendation from the Transportation Research Board, which recommends a 40-foot sign for visibility along a 55-mph corridor. ■ The planning commission reviewed this information and made a recommendation to amend the PUD to permit signs of up to 35-feet tall. ■ The commis sion was concerned with visibility from adjacent residential areas and "sign pollution." Action Re uested q ■ Approve, by motion, the PUD amendment, permitting signs at 35-feet above the adjacent grade of Highway 169. ■ Providing the current applicant with a 35-foot-tall sign.
