I . Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order
at 6:30 p.m. by Mayor Dietz.
2. Pledge of Allegiance:
Pledge of Allegiance was recited.
3. Consider Agenda
Moved by Councilmember Westgaard and seconded by Councilmember Grupa to approve
the agenda. Motion carried 5-0.
4. Consent Agenda
Moved by Councilmember Beyer and seconded by Councilmember Wagner to approve:
4.1 Check register as outlined in the staff report.
4.2 Bid from Valdes Lawn Care and Snow Removal, LLC. For $48,870 for dredging six
stormwater basins within the Rolling Hills Addition development.
4.3 Appointment of Assistant City Administrator Joe Strerncha and Mayor John Dietz to
the Fire Relief Association Board with a term expiration of December 31, 2024.
4.4 Designation of the Star News as the official newspaper for the city and designate the
city website (elkrivermn.gov) as the official notice and advertisement venue for
transportation project bids in 2024.
4.5 Resolution 24-01 designating depositories of city funds and delegating authority for
electronic funds transfers.
4.6 Grant agreement with Tekstar d/b/a Arvig for broadband fiber installation — Project
#2.
4.7 Support for an application for grant funds for fiscal year 2028 through the Greater
Minnesota Transportation Alternatives (TA) program.
Resolution 24-02 to maintain the Mississippi Trail extension project.
4.8 Development Agreement for Glens Ridge.
Motion carried 5-0.

6.1 City of Elk River Volunteer of the Month
This item was removed from the agenda.
7.1 Ordinance Amendment and Summary Resolution for 2024 Master Fee Schedule
Ms. Allard presented the staff report.
Mayor Dietz opened the public hearing. There being no one to speak on this matter, Mayor Dietz
closed the public hearing.
Moved by Councilmember Westgaard and seconded by Councilmember Wagner to adopt
Ordinance 24-01 to establish a 2024 Master Fee Schedule. Motion carried 5-0.
Moved by Councilmember Beyer and seconded by Councilmember Grupa to adopt
Resolution 24-03 approving notice of summary publication of Ordinance 24-01 an ordinance
adopting the 2024 Master Fee Schedule. Motion carried 5-0.
8.1 Appoint Acting Mayor
Moved by Councilmember Westgaard and seconded by Councilmember Beyer to appoint
Councilmember Wagner as acting mayor for 2024. Motion carried 5-0.
8.2 Discuss Work Session Items
There were no items added.
8.3 Ordinance Amendment: Allow Onsite Sampling of Hemp Based, Low potency THC
Products
Moved by Councilmember Wagner and seconded by Councilmember Grupa to adopt
Ordinance 24-02 amending Chapter 26, Section 115, Rules and Regulations regarding on site
sampling for cannabinoid products of the City of Elk River, Minnesota, City Code. Motion
carried 5-0.
9. Council Liaison Updates
Councilmembers provided updates as outlined in the respective advisory board's minutes.
10. Adjourn Regular Meeting
Moved by Councilmember Westgaard and seconded by Councilmember Wagner to adjourn
the regular meeting of the City Council. Motion carried 5-0.
