Services/Special Projects Director Item Description Reviewed by Resolution: Support for Hosting a MN GreenCorps Cal Portner, City Administrator Member for the 2024-25 Program Year from the Reviewed by Minnesota Pollution Control Agency (MPCA) Action Requested Adopt by motion, a resolution allowing the City of Elk River to enter into an agreement with MPCA if Elk River is selected as a host site for a Green Corps member for the 2024-25 program term. Background/Discussion The Minnesota GreenCorps program, coordinated by the MPCA, aims to preserve, and protect Minnesota’s environment while training a new generation of environmental professionals. Each member serves on a project(s) one of four topic areas:  Community readiness and outreach  Energy conservation and green transportation  Stormwater and forestry  Waste reduction and recycling Staff applied for the grant to focus on the sustainability goals of the ECC, and to reduce solid waste going to the landfill. The latter would include an organics recycling pilot program at a local restaurant, with the intent of expanding the program to all food service establishments. The members serve full-time at their host sites for 11 months, from mid-September through mid-August. Financial Impact MN GreenCorps members are provided with stipends of $27,600 through the MPCA for completing a 1,700-hour term of service. Upon completion of service, members are awarded an additional $7,395 as an educational award to use toward higher education or toward payment of existing student loans. Members are also offered a health insurance option, and Workers Compensation Insurance by the MPCA. Updated: January 2023 \[Type here\] 4.8 at1 City of Elk River City Council Resolution 24-____ A Resolution of the City Council of the City of Elk River Supporting Host Site Acceptance for a Minnesota Green Corps Member WHEREAS, the City of Elk River applied for an AmeriCorps member from Minnesota Green Corps, a program of the Minnesota Pollution Control Agency (MPCA), for the 2024- 2025 program year; and WHEREAS, if the MPCA selects the City of Elk River, the organization is committed to implementing the proposed project as described in the host site application, and in accordance with pre-scoped position description; and WHEREAS, MPCA requires that the City of Elk River enter into a host site agreement with the MPCA that identifies the terms, conditions, roles, and responsibilities. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota, as follows: Agrees to enter into and sign a host site agreement with the MPCA to carry out the member activities specified therein and to comply with all the terms, conditions, and matching provisions of the host site agreement, and authorizes and directs the City Administrator to sign the grant agreement on its behalf should the city be awarded a Green Corps member.
