I . Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and Redevelopment
Authority was called to order at 5:30 p.m. by Chair Chuba.
2. Pledge of Allegiance:
Chair Chuba led the Pledge of Allegiance.
3. Consider Agenda
Moved by Commissioner Wagner and seconded by Commissioner Ovall to approve the
February 5, 2024, HRA meeting agenda as presented.
Motion carried 5-0.
4. Consent Agenda
Moved by Commissioner Beaudry and seconded by Commissioner Caswell to approve the
consent agenda as follows:
4.1 January 2, 2024, Meeting Minutes.
4.2 Check register as outlined in the staff report.
4.3 Balance sheet as outlined in the staff report.
4.4 Revenue/expenditure reports as outlined in the staff report.
4.5 2024 HRA Meeting Schedule as outlined in the staff report.
Motion carried 5-0.

6.1 Annual Election of Officers
Mr. Mollan presented the staff report.
Commissioner Beaudry moved and Commissioner Caswell seconded to appoint the following
officers to serve the HRA for 2024: Chair — Denny Chuba; Vice Chair — Jennifer Wagner;
Secretary — Nate Ovall.
Motion carried 5-0.
6.2 Committee Appointments
Mr. Mollan presented the staff report.
Commissioner Wagner moved and Commissioner Beaudry seconded to appoint Lynn
Caswell and Nate Ovall to the Joint Finance Committee for 2024.
Motion carried 5-0.
6.3 Review of Enabling Resolution and Bylaws
Mr. Mollan presented the staff report.
6.4 Housing Rehabilitation Loan Update
Mr. Mollan presented the staff report.
Commissioner Ovall asked that CEE provide monthly loan reporting for non -city funded projects
funded in Elk River. Mr. Mollan stated he will reach out to request a monthly report.
6.5 General Updates
Mr. Mollan stated staff continues to work with Ron Touchette on the Main and Gates properties to
find a resolution.
Mr. Mollan stated the annual report will be different than it has been in the past; it will be a joint
EDA/HRA report and will be shared at next month's meetings.
Mr. Mollan stated staff continues to work with Duffy Development with their state senior housing
application process to provide them with any information they need.
Mr. Mollan stated Sherburne County will be moving forward with Maxfield to complete a
comprehensive housing data report.
Chair Chuba asked about when the 169 Redefine project will start up, and would it be early due to the
nice weather.

Commissioner Wagner stated at the last Together Elk River meeting that MnDOT would be working
with staff for communication efforts for the 2024 construction season.
Commissioner Beaudry, as the newest commission member, asked about any future HRA projects
and how the HRA finds land to purchase.
Chair Chuba indicated Main and Gates, along with the meat market site, were current projects.
Commissioner Wagner stated the HRA had no solid plans at this point.
The commission explained a few other ongoing projects to Commissioner Beaudry.
7. Adjourn Regular Meeting
Moved by Commissioner Wagner and seconded by Commissioner Ovall to adjourn the
regular meeting of the Housing and Redevelopment Authority.
Motion carried 5-0.
The meeting was adjourned at 5:47 p.m.
