VILLAGE OF ELK RIVER COUNCIL MEETING
April 19, 1918
A Special Meeting of the Village Council was held at the Office of C.F. Fiman Pres on Friday April
19, 1918.
Present – C.F. Fiman, Pres, F.M. Plank and E.J. Keegan Trustees, W.F. Chadbourne Clerk
Meeting called to order by Pres at 2 o’clock P.M.

Mr. H.C. Hastings appeared before the Council with a plat of Hastings 2 Addition to the Village of
Elk River and asked the Council to accept same.
On motion of F.M. Plank Trustee seconded by E.J. Keegan Trustee and declared carried by the Pres
the Clerk was authorized to sign and seal said Plat.
Mr. Andrew Davis appeared before the Council with the following resolution asking for its
acceptance.
Whereas, Andrew Davis of the Village of Elk River Minnesota has made application to the Rail
Road and Warehouse Commission of the State of Minnesota for an indeterminate permit to
construct a telephone line from and through the Village of Elk River Minn to and into the
Township and Village of Big Lake Minn at some point convenient for a connection with the
Sherburne Co Rural Telephone system.
Therefore be it resolved by the Village Council of Elk River that the construction of said telephone
line and its connection with the Sherburne Co Rural Telephone system is a public necessity and
convenience and is of vital importance to the Village of Elk River and its people.
Resolved further: That the Village Council urgently request that Railroad and Warehouse
Commission grant said application and cause permit to be issued to said Andrew Davis for the
construction of said telephone line.
On motion of F.M. Plank Trustee seconded by E.J. Keegan Trustee the motion was declared carried
by the Pres and the Clerk was authorized to sign and seal said resolution.
