Action Requested
Recommend, by motion, a Park Dedication Fee for the Natures Edge Business Park Fifth Addition be paid in cash,
at the applicable rate for the final platted acres, at the time of recording.
Recommend, by motion, a city standard sidewalk be installed along 168th Avenue and Gateway Road through Lot 1.
Background/Discussion
The property is zoned Business Park (BP) with a minimum lot size of 1 acre. The applicant is requesting to
subdivide Outlot B of Natures Edge Business Park Fourth Addition. Lot 1 is shown as 14.06 acres in size and the
remaining 6.96 acres will be left as an Outlot to be platted in the future. Access to the site will be from Gateway
Road.
Parks and Recreation Master Plan
The Master Plan focuses more on residential development regarding land dedication. It states: In Elk River
residential development within the urban service area is at a density that will support a neighborhood park at a 10-minute walking
distance, or a half-mile service radius. Most areas are well served. Because the urban service area is largely developed with little vacant
land available to create new parks, emphasis will be on improving connectivity to existing parks and providing basic neighborhood
park facilities as undeveloped parks become developed.
As the subject parcel is an industrial use in the urban service area where additional parkland is not desired, staff
recommends dedication be paid in the form of cash for Lot 1. This is currently $6,634 for the 14.06-acre parcel.
Trails Master Plan
The Parks and Recreation Trails Master Plan shows a conceptual connection along 168th Avenue and Gateway
Road. There is an existing sidewalk along the north side of 168th Avenue west of the property. staff recommends a
city-standard sidewalk be installed along 168th Avenue and Gateway Road through Lot 1.
