An Ordinance Amending Section S4.31. — Closing Hours, of the City of Elk River,
Minnesota, City Code to Clarify Trail Closures
SECTION 1. That § 54-31. — Closing hours, of the City of Elk River Code of Ordinances is
amended to add the underlined language and remove the saikedivough langdage-as follows:
Sec. 54-31. — Park and Trail Closing C-1esir-g4mmrs.
(a) No person shall enter or remain upon the grounds of any public park within the city
after 10:00 p.m. or before 6:00 a.m. Any person involved in a city sponsored/sanctioned
program or activity may be allowed to enter or remain upon the grounds of any public
park within the city at any time.
(b) Individuals shall be allowed to enter or remain upon the grounds of Hillside City Park
and Woodland Trails Park within the city until 12:00 a.m. under the following
circumstances:
(1) A permit to enter or remain in these two parks is approved by the recreation
manager or designee and the users intended purpose complies with all special use
requirements.
(2) All persons in the park after 10:00 p.m. must display their permit as required through
the permitting process.
(c) No person shall enter or remain upon the grounds of any trail in a public park within the
city at anv time a "Trail Closed" or similar sign is posted for the trail by the pity.
SECTION 2. That this ordinance shall take effect upon adoption and publication as provided by
law.
