Background/Discussion
At the December 11, 2023, MFAC meeting, the commission reached consensus “to pursue the FT Center as an
installation point for public art if the grant is received, prioritizing the lower bathroom entrance wall (depending
on the art) and the work being a timeless community-oriented piece”.
The Beautification and Public Art Committee (BPAC) reviewed proposals submitted in response to the Public Art
RFP during their February meeting. After scoring the two proposals, the committee recommended the highest
scoring proposal to the EDA. The example piece, submitted by local artist Carey Dean, was a parallelogram-style
stained-glass mosaic depicting the views of the Mississippi River in Elk River on a framed panel. The piece
requires a $20,000 budget with 40% up front at contract signing and 60% due during installation.
The EDA approved $10,000 to be contributed to the project at their meeting on March 18, 2024. The BPAC is
navigating the Central Minnesota Arts Board grant process to apply for an additional $8,000. The BPAC will then
connect with local businesses to sponsor the remaining $2,000.
Economic Development Specialist Josh Mollan will share the submitted piece, as well as other similar pieces
created and installed by the artist to give the MFAC a feel of what the final piece may look like. While unable to
attend in person, Carey Dean will be remoting into the meeting to answer questions.
Financial Impact
No funding from Multipurpose Facility Fund.
