I . Call Meeting to Order
The February 12, 2024 meeting of the Multipurpose Facility Advisory Commission was called to order
by a quorum of present members at 6:33p.m.
Motion by Commissioner Wagner and seconded by Commissioner Walker to assign
Commissioner Westgaard to run the February 12, 2024 MFAC meeting. Motion carried 5-0.
2. Oath of Office
Commissioners Kotzian and Henderson are sworn in.
3. Election of Officers
Motion by Commissioner Wagner and seconded by Chair Westgaard to move the election of
officers to the April meeting. Motion carried 5-0.
4. Consider Agenda
Motion by Commissioner Wagner and seconded by Commissioner Walker to approve the
February 12, 2024, Multipurpose Facility Advisory Commission agenda after removing the
election of officers. Motion carried 5-0.
5.1. Consider Minutes
Motion by Commissioner Wagner and seconded by Commissioner Walker to approve the
December 11, 2023 minutes. Motion carried 5-0.
5.2. Consider Minutes
Motion by Commissioner Wagner and seconded by Commissioner Walker to approve the
December 19, 2023 minutes. Motion carried 5-0.

7.1. Superintendent's Report
Mr. Dalton presented the staff report.
8.1. Review and Approve Bylaws

Mr. Dalton presented the staff report and pointed out the order of business (section 5) has been
questioned before and this would be the time to make changes.
Motion by Commissioner Wagner and seconded by Commissioner Walker to revise section 5
subsection d. of the Multipurpose Facility Advisory Commission Bylaws to be called "Open
Forum" instead of Presentations)/Public Comment. Motion carried 5-0.
8.2. Review and Approve Policies
Mr. Dalton presented the staff report and noted the policies were approved at the December 11, 2023
meeting without the Emergency Action Plan, staff is now bringing the complete policy.
Motion by Commissioner Kotzian and seconded by Commissioner Wagner to approve the FT
Center policies and procedures with the addition of section B1 under Cancellations and
Refunds (pg 14) to read: any cancellation of a rental totaling $5,000 or above will require 45 or
more days' notice to receive a full refund. Cancellation notifications between 30-44 days prior
are eligible for a 50% refund and cancellation notices less than 30 days in advance will not
receive a refund. Motion carried 5-0.
8.3. FT Center Staff Positions
Mr. Stremcha presented the staff report.
8.4. Review Multipurpose Facility Advisory Commission Ordinance

9. Review and modify dates for 2024 meetings
Mr. Dalton presented the staff report.

Motion by Commissioner Walker and seconded by Commissioner Wagner to move the April 8
meeting of the Multipurpose Facility Advisory Commission to April 22. Motion carried 5-0.
10. Motion to adjourn regular meeting
Motion by Commissioner Walker and seconded by Commissioner Kotzian to adjourn the
meeting of the Multipurpose Facility Advisory Commission. Motion carried 5-0.
The meeting was adjourned at 9:00 p.m.
