Tony Mauren, and Gavin Tuckey

. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Heritage Preservation Commission
was called to order at 6:01 p.m. by Chair Lindberg.
2. Pledge of Allegiance
Chair Lindberg led the commission in the Pledge of Allegiance.
3. Consider Agenda
Moved by Commissioner Mauren and seconded by Commissioner Campbell to approve the March
21, 2024, Heritage Preservation Commission agenda.
Motion carried 6-0.
4. Consider Minutes
Moved by Commissioner Mauren and seconded by Commissioner Tuckey to approve the January
18, 2024, Heritage Preservation minutes.
Motion carried 5-0 with Commissioner Dietz abstaining.
5.1 Election of Officers - Chair
Moved by Commissioner Mauren and seconded by Commissioner Griffiths to re -appoint Lance
Lindberg as Chair of the Heritage Preservation Commission for 2024.
Motion carried 5-0.
5.2 Election of Officers — Vice -Chair
Moved by Commissioner Campbell and seconded by Commissioner Mauren to appoint Zachary
Griffiths as Vice -Chair of the Heritage Preservation Commission for 2024.
Motion carried 5-0.

6.1 HPC at the Farmer's Market

Mr. Carlton stated Karen with Parks and Recreation has proposed either June 20 or August 29 for the HPC
to attend the Farmers Market. There were September dates available as well. It was the consensus of the
HPC to choose June 20 as the date to participate in a booth at the market. Mr. Carlton will email last year's
Est of questions to the HPC members to review and rate as easy, medium, and hard, and he will also ensure
that the HPC posters have the QR code on them to direct folks to either the documentary or history
minutes on the city's website. He stated they will also have the Plinko board and candy. Commissioner
Campbell suggested having a list for people to sign up to volunteer to provide an oral history.
Commissioner Mauren suggested having the history video also playing in their booth. Mr. Carlton stated
they will finalize any last-minute details at the May HPC meeting.
6.2 Other Business
Chair Lindberg asked if any of the commissioners had read the oral histories.
Commissioner Mauren stated he does not know where to access the histories. Chair Lindberg stated he
could email them out to anyone interested. He stated he has read them all and noted it might be helpful to
read them in order to properly condense them. He stated some of them are life stories and was not sure
how to condense parts of them into highlights.
Mr. Carlton asked when people sign the waiver, what does that allow the HPC to do. He wondered if it
allowed the right to compile parts of the stories into a book.
Chair Lindberg stated he understood the waiver allowed the city and the Sherburne History Center to use
the interview any way they wish. He stated some are more detailed than others and included different
content about their lives, families and employment, and their interests. He thought he had about 20 histories
of various lengths.
Commissioner Mauren felt it would be more engaging for viewers to produce an audio file to be placed over
photos to create a video element rather than written words. He felt smaller bits of audio with historical
photos would be a better way of distributing these history stories.
Chair Lindberg stated most of the interviews are recorded audio.
Mr. Carlton stated he would think Steve Rohlf would be a good interviewee.
Chair Lindberg agreed, along with Steve's siblings.
Mr. Carlton stated Chair Lindberg should email him and he would email out the transcripts.
Commissioner Campbell wondered if any of the interviewees were veterans as there was a Veterans History
Project by the Library of Congress. She wondered if there was a way to access the stories in the Library of
Congress. Chair Lindberg stated he knew of several, one being Jack Bade who was a veteran that grew up in
Elk River and served as a fighter pilot in WWII.

Mr. Carlton indicated the bank dam restoration project that was discussed last year will not be moving
forward as it is cost prohibited.
Mr. Carlton stated the kiosks at Houlton and Bailey Point have a banner side that could be used for
historical stories and insight about what happened in these particular areas before they became parks. He
asked if there were any commissioners interested in putting together a narrative for the kiosks. He stated the
stories could be changed out from time to time.
Commissioner Griffiths stated he would be interested in the Houlton kiosk. He stated he would put
something together. Commissioner Mauren stated he could put something together about Bailey Point.
Mr. Carlton discussed there may be possible packet distribution changes in the future. He stated at the next
meeting, the HPC will review their bylaws for any updates and will email them prior to the next meeting.
He stated the water tower kiosk will also be on the next meeting agenda.
Chair Lindberg stated he has several history books he's willing to borrow to anyone interested.
Commissioner Campbell stated she volunteered for the spring history minute and needed a topic.
Chair Lindberg suggested the history of transportation in Elk River as a topic and he could email
information to Commissioner Campbell.
Commissioner Griffiths asked about receiving an @E1kRiverMN.gov email address. Mr. Carlton stated he
would set one up for him.
7. Adjournment
Moved by Commissioner Mauren and seconded by Commissioner Griffiths to adjourn the meeting
of the Heritage Preservation Commission.
Motion carried 6-0.
The meeting adjourned at 6:52 p.m.
