4.1. DRAFT HPC MINUTES 07-18-2024Members Present: Members Absent: Council Liaison: Meeting of the Elk River Heritage Preservation Commission Held at the Elk River City Hall Thursday, May 16, 2024 Chair Lance Lindberg, Commissioners Zachary Griffiths, Tony Mauren, and Gavin Tuckey Commissioner Jayne Dietz and Linda Campbell Councilmember Cory Grupa Staff Present: Community Development Director Zack Carlton I . Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Heritage Preservation Commission was called to order at 6:04 p.m. by Chair Lindberg. 2. Pledge of Allegiance Chair Lindberg led the commission in the Pledge of Allegiance. 3. Consider Agenda Moved by Commissioner Mauren and seconded by Commissioner Griffiths to approve the May 16, 2024, Heritage Preservation Commission agenda. Motion carried 4-0. 4. Consider Minutes Moved by Commissioner Mauren and seconded by Commissioner Tuckey to approve the March 21, 2024, Heritage Preservation minutes. Motion carried 4-0. 5.1 H PC at the Farmer's Market Mr. Carlton discussed preparations for the HPC attending the June 20 Farmers Market at 3:00 p.m. Trivia: the commission reviewed and modified the list of trivia questions and ranked them in order of difficulty. Clipboard: available for oral history sign-up or contact information. Plinko board and candy: available for trivia questions. HPC posters: will have the QR code on them to direct folks to either the documentary or history minutes on the city's website. Mr. Carlton asked Chair Lindberg to work with Mike Brubaker from the Sherburne History Center to compile the list of completed histories. The commission will review and discuss the oral history list at the July HPC meeting. Heritage Preservation Commission Minutes May 16, 2024 Page 2 Commissioner Mauren suggested using an oral history script and audio for a future History Minute production, using the script along with relevant photos to provide a brief history moment. Chair Lindberg asked how to correct the Elk River Wikipedia population totals. Commissioner Griffiths stated anyone can correct the wiki page by submitting the correction and noting the source which confirms the change. 5.2 Other Business Mr. Carlton reviewed the content put together by Commissioner Mauren regarding the Bailey Point and Houlton kiosks. Commissioner Mauren explained his research on Bailey Point, and stated he was hoping to find more information about the Bailey family. Mr. Carlton stated each park's history can be a different story, and sometimes ownership records can be difficult to locate. He noted the content in these kiosks can remain static or be changed out. Chair Lindberg stated he ran into John Bailey Jr. and asked him to provide the HPC with an oral history. Mr. Carlton asked about the Baily property once containing a golf course and fairgrounds. He thought it would be interesting to showcase the different evolutions of Bailey Point. Chair Lindberg stated he has seen a map of a golf course with 6 holes on one side of the river with a bridge over to the other side of the river for another 6 holes. He stated Chad Briggs lives near and used to be a campground and may have some photos. Mr. Carlton then reviewed the Houlton kiosk content. Chair Lindberg reviewed the battle that took place and how the story matches the geography. Mr. Carlton stated how the ownership of this property plays and important role in this piece. He asked if anyone was aware of any photos of historic farmsteads. Commissioner Griffiths thought there might be a photo available at the Sherburne History Center. He suggested the Friends of the Mississippi would also have some images and potentially from the Houlton farmstead. The commission discussed the content of the Houlton kiosk and wondered if the content of the battle was enough of a story. The only source referencing the battle is taken from a book by William W. Warren, which was a very interesting read. Commissioner Tuckey liked the kiosk information starting with content that people are aware of but then providing information that this location hasn't always been Houlton's place. He thought it had good structure and wondered if there could be another source to reference. Chair Lindberg stated it was challenging to find another source and no one has been able to find one. Chair Lindberg discussed some of his experience with archeological digs in early 2000s at several Elk River locations. He stated they find evidence of a presence by locating artifacts, yet it's difficult to pinpoint what group of people were actually there. IN"A"T"' Al�� Heritage Preservation Commission Minutes May 16, 2024 Page 3 Mr. Carlton asked the commission to provide him with any comments on the trivia questions or the two narratives, as well as any photos for either park kiosk. Commissioner Mauren would try to hunt down John Bailey Jr. on the family ownership of the property and any artifacts he may have. Commissioner Mauren and Chair Lindberg discussed a call from Rosanne Kramer Ames about Union Congressional Church and some historical questions and if photos were available of a former stagecoach station and a house that had been torn down. Commissioner Mauren stated he found some items on eBay (old postcards) that might show the former station and house and forwarded that information to her. Commissioner Mauren then asked if the city would ever have a budget or desire to purchase historical items as he has found some interesting things relevant to Elk River for sale on eBay and Etsy. Mr. Carlton stated the question would be storage and location display of these items. Commissioner Griffiths stated the Elk River Library has some publications that will not be reprinted, noting one of the items is handwritten dissertation. He asked if there was a way to digitize them. He realizes the library owns the items but knows these items are irreplaceable. He felt it important and helpful to have the materials. Commissioner Mauren asked what the partnership was between the city and the library. Mr. Carlton stated it was a great question and something to further explore. 6. Adjournment Moved by Commissioner Mauren and seconded by Commissioner Tuckey to adjourn the meeting of the Heritage Preservation Commission. Motion carried 4-0.
