Analysis
The applicant is proposing a 10,560 square foot day care building. It is consistent with the
original approve PUD site plan. The applicant will be platting the property as Elk Ridge
Center 3rd addition.
The front of the building (north side) will face internal to the site. The entrance is clearly
identified with a covered structure that protrudes out in front of the building. The north,
east and south facades are highly visible from Highway 169.
A 5-foot high vinyl picket fence is proposed around the play area.
The parking for this building will be direcrly in front of the building. The ordinance requires
30 parking stalls, 30 parking stalls are provided for this building.
The hours of operation will be 6:00 am-6:30 pm M-F with peak traffic times occurring at the
morning and afternoon commute times.
The current location has 118 children. At full licensed capacity, there can be 172 children
with 20 full time staff plus part time staff.
Building Design
(The text that is italicized comes from the Development Design Standards)
The North Woods Theme rif Elk Ridge Center has been influenced b related architectural traditions
including Crqftsman, Arts & Crqfts and the architecture in our State Parks. The elements common to these
styles are shallow pitched rorifs, deep broad eaves, multiple casement windows, stone or rough foundation walls,
quality wood and masonry exterior finishes and wide trellised verandas to draw nature close.
The overall building design is a rectilinear structure with an approximately 7 -foot high
masonry base and the remainder of the wall in an Exterior Insulated Finish System (EIFS).
All four sides of the building are similar in design with masonry, EIFS and a dark blue
standing seam awning. The roofing on the entrance structure will be the same dark blue
metal standing seam (which is appropriate for a commercial building) while the roof element
on top of the flat roof area will be a gray/charcoal asphalt shingle. These colors and
materials are consistent with the design guidelines. Roofing color samples need to be
provided to staff for approval at the City Council meeting.
To break up the continuous horizontal line of the canopy, gable elements with timber details
are introduce on each side of the building. This will be consistent with the other approved
building in this development.
The bases of the columns are flared downward. Foundations - usuallY rif masonry;flared downward,
makes the base rif the structure strong to express solidity.

Development that is visible from or acfjacent to roads, open space and residential areas shall have well
designed facades on all sides. This is considered a "360 degree" design treatment. Fenestration, projecting
bqys and all other architectural features shall be coordinated on all sides of the building. This building
accomplishes this.
Elements common to the Crqftsman, Arts & Crqfts are introduced with mullion pattern in the
windows which add pedestrian scale with patterns and rhythm.
Signage is not indicated on the exhibits. Signage shall comply with the design standards and
exhibits indicating size and locations shall be provided prior to City Council submittal.
Although lighting is not indicated on the elevations, all exterior fixtures must have downward
directed light sources (full cut-off). Lighting shall comply with the design standards and exhibits
indicating locations on the building and on site shall be provided prior to City Council
submittal.
Landscaping
The landscape plan is consistent with the development.
Grading. Drainage and Utilities
Grading, Drainage and Utilities are addressed in the City Engineer's memo.
Recommendation
Staff recommends that the Planning Commission recommend approval of the request with
the following conditions:
1. All comments of the City Engineer shall be addressed.
2. All fencing shall be of a picket style.
3. The building shall meet all building codes.
4. The building shall meet all fire codes.
5. Roofing color samples shall be provided to staff for approval at the City
Council meeting.
6. Signage shall comply with the design standards and exhibits indicating size
and locations shall be provided prior to City Council submittal.
7. Lighting shall comply with the design standards and exhibits indicating
locations on the building and on site shall be provided prior to City Council
submittal.

As requested, we have reviewed the submittal package for the proposed New Horizon
Childcare Center to be located in Elk Ridge Center. Based upon our review, we would offer
the following comments:
1. The proposed.childcare center is to be located in an area of Elk Ridge Center which is
currently unplatted. It will be necessary for the property to be platted prior to issuance
of a building permit. We believe the property is to be platted as Elk Ridge Center Third
Addition, and will likely go to the City Council prior to this proposal.
2. Sanitary sewer and water are proposed to be extended from internal facilities into the
west side of the building. The Fire Chief has asked that a hydrant be added to this
service connection with the hydrant placed in the southern island that defines the
entrance off the internal road.
3. There is regional ponding for Elk Ridge Center so there will be no need to pond storm
water on this site. Storm water is proposed to be picked up in a series of catch basins
and small diameter pipe and conveyed to the internal Elk Ridge Center's storm sewer
system.
4. The entire site is shown to be encircled with silt fence. This needs to be in place prior to
any work on the site. The construction driveway also needs to be in place prior to any
work on the site. Since the site is over one acre in size a NPD ES permit will be
necessary, along with a Storm Water Pollution Prevention Plan (SWPPP). As you are
. aware, the City has the generic SWPPP which can be utilized for this project. The

Swppp needs to be in an 8 lh" x 11" format and signed by the owner, contractor and
engmeer.
Once a building permit is issued, an erosion protection inspection will be necessary prior to
a footings inspection being completed.
