City Administrator Cal Portner and I reviewed the application materials and chose six candidates for interviews. The first round of interviews was held on September 11, with one candidate being interviewed on September 13. These interviews consisted of three panels, each with a different set of questions. One interview panel was made up of department directors, one was made up of police department employees, and one was made up of senior leadership from other communities or city partnerships. Following the first round, we arranged for Leadership and Management Assessments through Faul Psychological for four candidates. We invited them back for a second interview with the city administrator, ERMU GM, and department directors. Second interviews were held on September 18. Following interviews, Leadership and Management Assessment, and backgrounding by MGT/GovHR we recommend David Kuhnly for your consideration. Deputy Chief Kuhnly served 20 years with the Golden Valley Police Department. He started as a Community Service Officer and moved up the ranks, serving in both the patrol and investigations divisions of the department. He was a member of West Metro SWAT and a Field Training and Use of Force Sergeant. He served as the Police Commander his final four years in Golden Valley. In April 2022, he became the Deputy Director of Public Safety/ Deputy Chief of Police for the Plymouth Police Department.
