Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Energy City Commission was called to order by Commissioner Curtis at 8:30 a.m. 2. Pledge of Allegiance Commissioner Curtis led the Pledge of Allegiance. 3. Consider Agenda Commissioner Iverson added Item 6.6 Solar Picnic Table to the agenda. Commissioner Mahon motioned to approve the agenda as amended, seconded by Commissioner Iverson. 4. Oath of Office Mark Peterson read and signed his oath of office. 5. Consider Minutes Consider minutes from the May 18, 2022, meeting. Minutes approved, motion by Commissioner Mahon, second by Commissioner VanL,onden. 6. Elk River Facilities Energy Conservation Presentation Gary Lore provided an informative presentation on energy efficient improvements the city has implemented of the last two years. Apex Facility Solutions (Anoka) conducted an energy audit and facility assessment to determine what efficiency savings could be leveraged to fund upcoming capital items with federal dollars. The improvements included energy efficient tools and technologies developed between Apex and Facility Maintenance staff. The scope of work included seven components: Microbiological air cleaning, air handler replacements, lighting upgrade, boiler plant replacement, energy management system upgrades, building envelope issues, and duct sealing. Total project cost was slightly > $2mil. This cost was split with CARES funding of > $1mil. and city funding of $1mil. In addition, three different rebate programs garnered $46,446. Electric savings are 420,000 KWh/year or, 64 gas -powdered passenger vehicles drive for one year. The natural gas savings are 23,000 Therms/year or, 302,067 miles driven by an average gas -powered passenger vehicle. Both measures resulted in a savings of $58,800 in utility fees/year. The Commission directed Gary to share this presentation with City Council, and then make it public. It's message ties in well with the Commission's values of sustainability, energy savings, increased efficiency, and it also represents stewardship. The Commission recommended creating a one -page fact sheet on this project to include in the monthly utility bills. The information will also be shared with the Star News and showcased on the city website. The draft fact sheet will be shared and reviewed at the Nov. 16 meeting. 6.2 Chamber Member Update None. 6.3 Sign Campaign Design Discussion included the need to increase public awareness of Energy City efforts and projects. Commissioner Mahon stated he would visit with Councilmember Wagner on effective approaches to use. Commissioner Curtis suggested making signage with QR codes so people can scan it to obtain more information. This topic was continued to the Nov. meeting. 6.4 Sustainability Definition and ECC Talking Points This item was tabled to the next meeting so absent members would have the ability to participate in the discussion. 6.5 Other Commissioner Updates None. 6.6 Solar Picnic Table Status Suzanne mentioned the email received from Commissioner Cappaert, wherein he explained that his company policy did not allow him to involve their contractors for the potential installation of the table. The Commission offered alternative installers, including high-school students and Vo-techs with Construction or Carpentry classes, as well as it being an Eagle Scout project. Suzanne will reach out to these groups to see if they are able/interested in participating. A local electrician will be used to hook up the solar panels. 2 Commissioner Cappaert's email also addressed the ERMU $3/mo. fee in addition to a customer's regular bill, to receive 100% renewable energy. His thought was that the city and/or businesses, could pay this fee for the users. Commissioner Curtis stated that she would not use tax money for this purpose. Commissioner Iverson said many other things are subsidized (oil companies, interstate highways, schools, hospitals, etc.), so why couldn't this be. Discussion on this item will be addressed at the next meeting. With no further action, Commissioner VanLonden motioned to adjourn, seconded by Commissioner Mahon. Subject: Invitation to planning meeting for Elk River Electric Vehicle Event The Initiative Foundation has two funders that are interesting in providing support for elevating economic opportunities associated with clean energy or carbon sequestration or reduction. The goal is to "depoliticize" the conversation; we don't care whether you "believe in climate science," but are excited to help communities in central Minnesota capitalize on green jobs and investment. One example was an "electric vehicle day" that we funded last summer through the Greater St. Cloud Development Corporation (GSDC), which also engaged Xcel Energy, Gilleland Chevrolet and Eich (VW) Motors. We had about 13 EVs at the St. Cloud Civic Center on a lovely July Saturday, and hosted more than 400 test drives. For each driver, a donation was made to the local VEX robotics club as an extra incentive to participate. They were also looking to improve efficiency throughout the city and leverage those savings to fund needed deferred maintenance. Although the approval of the proposal was aimed at providing an environmental and community benefit in a cost - contentious way, Plymouth has received publicity from major media for becoming the first city in Minnesota to install a citywide network of charging stations available for public use. The idea originated as part of a 2019 City Council goal to explore ways to reduce the city's carbon footprint. As city staff began implementing costeffective energy reduction improvements, the city partnered with a local consultant, Energy Management Solutions, to monitor energy usage, track reduction efforts, and help identify impactful projects to meet city and community goals. Through this partnership, the city began exploring how to implement the installation of EV charging stations and bring this technology to the community. Charging Plymouth electric fleet vehicle During initial discussions on the concept, city staff and the Plymouth Environmental Quality Committee (EQC) raised concerns about how quickly this new technology was changing, and the EQC provided valuable expertise on some of the potential technology and time risks associated with EV charging stations. For chargers to stay relevant, they need to keep up with current technology, be accessible and coordinate with third -party smart phone/tablet applications and remain financially viable to prevent rate spikes and avoid driving the community to other charging sites. If not addressed adequately, these technology and behavioral challenges could cause the program to fail. Plymouth electric fleet vehicle at City Hall The Great Plains Institute has also heard from cities across the county on the topic and is working with other states to pilot the EV Ready Cities Program. For context, Minnesota has about 20,000 registered EVs, including both plug-in hybrids and battery electric (all electric), and 1,171 charging stations, including nearly 200 DC fast chargers. Many of these charging stations have been installed along highway corridors as part of the state's EV charging infrastructure buildout, utilizing mostly Volkswagen settlement funding. As the number of EVs on the roads has increased in Minnesota, so has the number of cities expressing interest in electrifying their operations and transportation in their communities. Visit website (http://www.apwa.net/elearning) Recognizing this growing interest, the Great Plains Institute and the Clean Energy Resource Teams (CERTs) collaborated to convene two cohorts of peer cities that shared information, resources and connections in an effort to learn and act together. The first cohort, called Cities Charging Ahead (CCA), ran from spring 2018 through June 2019 and involved 27 cities and one Tribal Nation. The second, CCA 2.0, ran from September 2020 until late spring 2021 and included 28 cities and two Tribal Nations. These cohorts uncovered various approaches to how cities viewed electric vehicle initiatives. Some saw EVs as a greenhouse gas reduction/climate strategy, while others adopted forward -thinking viewpoints and explored initiatives to stay ahead of the inevitable adoption of EVs, avoid missing out on economic development opportunities, and leverage the technology to attract shops, businesses and young families to their communities. Plymouth was not involved in the CCA cohorts process but shared many of the reasons that other cities were choosing to pursue this work. After nearly a year of working with the city's energy consultant, various city departments and city officials, Plymouth entered into a contract with Carbon Solution Group (CSG) to provide full EV charger implementation. The proposal between Plymouth and CSG involved a 20-year agreement with no cost and no risk to the city, with all capital investments completed by the CSG team on behalf of the city. As part of the agreement, the city has final approval on charger locations, but all licensing, design, permitting, utility coordination, and project management are being completed by CSG. Additionally, all operational expenses, including maintenance, software/network fees and electrical expenses are included in the contract. Because the EV stalls will charge user fees, the project will bring in monthly lease payments per stall and profit-sharing based on utilization of the facilities. This turnkey approach allows the program implementation to be completed by technical experts and frees up city staff to continue implementing energy saving projects citywide. As EVs continue to grow in popularity, it will become more important for cities and counties to plan for this infrastructure. A total of 115 EV charging stations are scheduled for installation in the spring of 2022 and will be available for community use at city facilities, including City Hall, the Maintenance Facility, Ice Center, Community Center and Metrolink Station 73 Park & Ride, as well as several city park locations. Each site will initially have Level 2 charging stations, which are currently more universal for EVs, but charge at a slower rate. Facilities expected to see higher use, such as the Plymouth Ice Center and Plymouth Community Center, will also have DC fast charging stations. The number of stalls dedicated to EVs and the types of chargers can be increased over time based on use. Along with the publicity that Plymouth has received for rolling out this novel initiative, the Great Plains Institute has also seen a large increase in the number of cities asking how they can learn more and get a similar program started in their communities. The Great Plains Institute has also heard from cities across the county on the topic and is working with other states to pilot the EV Ready Cities Program, which is similar to what the organization developed in Minnesota. As EVs continue to grow in popularity, it will become more important for cities and counties to plan for this infrastructure in a strategic way and have a broader conversation about logistics —including who is building the infrastructure and the appropriate location for the infrastructure throughout cities and public right-of-way. In the meantime, Plymouth city staff and elected officials remain excited about the upcoming infrastructure installation —and are thrilled to offer community members the convenience of plugging in at a nominal rate while visiting city facilities.
