Action Requested
Receive information and discuss proposed legislation regarding zoning and housing regulations.
Background/Discussion
The current legislative session has seen several bills pertaining to zoning and housing regulations. The bills
generally reduce or eliminate a city's ability to regulate development within its community. Examples include a
prohibition on material standards, reduced minimum parking requirements, reduced minimum lot sizes, and
mandating additional housing types.
The additional housing types include a variety of smaller multifamily housing types like duplexes, triplexes, and
townhomes, which have commonly been referred to as the "missing middle" housing types. They received this
name as there have been fewer of these housing types built over the last few decades, and they are generally
more affordable than single-family homes. The legislators proposing these bills believe that by mandating these
housing styles throughout a city, developers will build more homes of these types, which may improve
affordability.
Staffs goal is to make sure the City Council is aware of these bills and discuss options for conveying support
or opposition to these bills to our representatives.
