1) Review request for Public Safety Facility Patio Addition, and provide staff direction.
2) Receive an update on Public Safety Aid Expenditures, year to date.
Background/Discussion
The police administration has proposed the construction of a patio adjacent to the Public Safety Facility to
serve as a break area for staff to promote employee wellness and foster a sense of community within the
organization. After consulting with city building maintenance and planning staff, they sought an estimate for the
construction of a 20x28 sf paver stone patio which would include edging, decorative rock, accent boulders,
shrub/perennials, and four low-maintenance privacy panels. The patio would meet ADA requirements.
This proposal was not included in the budget or previous Capital Improvement Plans. Cost estimates for
construction and furnishings are approximately $50,000. At least two formal quotes would be requested, and
the project needs City Council approval. The administration suggests using Public Safety Aid funds allocated
by the State of Minnesota.
Review Public Safety Aid expenses and balance.
Financial Impact
The proposal meets the requirements set by the State of Minnesota for Public Safety Aid funds.

In December 2023, we received Public Safety Aid from the State of Minnesota in the amount of $1,145,601. These
funds were to be split equally between police and fire per council consensus.
Below is a summary of expenditures as of September 3, 2024:
Police - $82,768.32
Purchases include: ballistic helmets, speed signs, rifle-rated bunkers and training software
Fire - $114,291.00
Purchases include: fire simulator, drone and training equipment
As of September 3, 2024, the remaining balance is $948,541.68.
