Background/Discussion Following a recruitment process conducted by MGT Consulting/GovHR, and interviews conducted by department and city staff and leadership from community partners, the City Council interviewed David Kuhnly on September 30, 2024. The City Council unanimously directed staff to move forward with Mr. Kuhnly's hiring. David Kuhnly is currently the Deputy Director of Public Safety/Deputy Chief of Police for the City of Plymouth. Deputy Chief Kuhnly is in the process of finalizing the background check, psychological assessment, and medical exam phase of the hiring process. Anticipating no concerns and to facilitate an expedited start, we are asking the City Council to approve his hiring conditioned on the successful completion of this phase. Deputy Chief Kuhnly will start on November 12, 2024, at pay step D of pay grade 1.5E. He will receive a bank of 40 hours of vacation time and 40 hours of sick time at hire. He will be placed into our vacation accrual plan at the rate of a nineteen (19) year employee. All other pay and benefits will be consistent with city policy.
