4.1 EDA DRAFT MINUTES 06-17-2024Meeting of the Economic Development Authority Held at the Elk River City Hall Monday, May 20, 2024 Members Present: Chair Dan Tveite, Commissioners Cory Grupa, Jeff Hartwig, Mike Beyer, Jennifer Wagner, Matt Westgaard, and Charlie Blesener. Members Absent: None Staff Present: Economic Development Director Brent O'Neil, Economic Development Specialist Joshua Mollan, and Deputy Clerk Jolene Richter 1.CALL MEETING TO ORDER Pursuant to due call and notice thereof, the meeting was called to order at 05:30 PM. 2.PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited. 3.CONSIDER AGENDA Commissioner Westgaard noted he would be abstaining from Items 7.1 and 7.2 due to a conflict of interest. The Commission added item 7.4 Consideration from the Sherburne County Master Gardener Association. Moved by Commissioner Wagner and seconded by Commissioner Beyer to approve the agenda as amended. Motion Carried 7-0. 4.CONSENT AGENDA Moved by Commissioner Westgaard and seconded by Commissioner Hartwig to approve the consent agenda. Motion 7-0. 4.1 April 15, 2024, Regular Minutes 4.2 Check Register as outlined in the staff report. 4.3 Balance Sheet as outlined in the staff report. 4.4 Revenue/Expenditure Reports as outlined in the staff report. GENERAL BUSINESS 7.1 Heritage Millwork Tax Increment Financing The staff report was presented. Moved by Commissioner Grupa and seconded by Commissioner Wagner to adopt a recommendation to the City Council for the approval of the Tax Increment Financing (TIF) plan for Heritage Millwork. Motion Carried 6-0. Commissioner Westgaard abstained due to a conflict of interest. 7.2 Heritage Millwork Energy Incentive Program The staff report was presented. Moved by Commissioner Wagner and seconded by Commissioner Beyer to approve a recommendation of approval of the Heritage Millwork Energy Incentive application to the City Council. Motion Carried 6-0. Commissioner Westgaard abstained due to a conflict of interest. 7.3 General Updates The staff report was presented and the following updates were provided: Beautification Public Art was granted the $8,000 Central Minnesota Arts Grant for the project and will be working to raise the remaining $2,000. There will be a draft agreement next month between the EDA and the artist. Together Elk River had the first 169 Business Reels that were published to help support local businesses that are affected by the 169 construction. There is a temporary sign at the Main and Gates property in which they have the ability to change what is on the sign if needed. This will be to support the local businesses that are affected by the construction as well. Elk River Municipal Utilities is currently working with the electric car chargers company regarding transferring to the EDA. It will be brought back to the EDA before the official transfer is completed. A reminder that the EDA budget process is coming up soon and staff is looking to have a work session in July and the EDA budget adoption will be at the August meeting. 7.4 Consideration from the Sherburne County Master Gardener Association DRAFTPage 4 of 104 Economic Development Authority Minutes May 20, 2024 --------- Page 3 of 3 The Sherburne County Master Gardener Association is proposing the installation of brick pavers with a monarch, a caterpillar, and chrysalis in the Whimsical garden area. There will be no cost to the EDA and they will include the Junior Master Gardener group for the project. The Beautification Public Art Committee was in favor of it. Moved by Commissioner Beyer and seconded by Commissioner Westgaard to approve the installation of brick pavers in the Whimsical Garden area by the Sherburne County Master Gardener Association. Motion Carried 7-0. 8.MOTION TO ADJOURN REGULAR MEETING Moved by Commissioner Wagner and seconded by Commissioner Beyer to adjourn the meeting.
