Energy City Committee Charter
1.0 PURPOSE
The Energy City Committee is established to promote the mission and vision of Elk River
Municipal Utilities (ERMU) as a leader in energy and water reliability, sustainability, and
conservation. The Committee will engage the community, foster awareness, and support the
ongoing development of energy and water conservation initiatives in order to enhance
environmental stewardship, ensure resource sustainability, and contribute to the long-term well-
being of the community.
2.0 RESPONSIBLITIES
l . Aid, create, promote, and facilitate energy and water related demonstrations at
community events and similar educational opportunities.
2. Work for the continuing education of the public with respect to energy and water
reliability, sustainability, and conservation.
3. Seek partnerships for gifts, grants, and contributions to be made to ERMU to support
energy and water related educational activities.
4. Such other responsibilities as ERMU shall assign.
3.0 MEMBERSHIP AND STRUCTURE
The Energy City Committee will consist of up to six community members appointed by ERMU,
including residential and business individuals in all career fields with expertise in energy
management, water conservation, environmental science, education, and community outreach.
The Committee will report to ERMU and collaborate with relevant stakeholders in the
community to fulfill its objectives.
4.0 MEETINGS
The Committee will meet on a regular basis as determined by its members, and additional
meetings may be scheduled as needed to address specific projects or opportunities. Meeting

agendas, minutes, and action items will be documented to ensure clear communication and
progress toward achieving the Committee's goals.
BUDGET
The Energy City Committee (ECC) will not have a separate budget. However, its activities may
be funded through the Conservation Improvement Program (CIP) funds, when applicable and
appropriate.
DURATION
The Energy City Committee will operate as a pilot program for one year. At the conclusion of
the pilot program, ERMU will assess the Committee's effectiveness, impact, and alignment with
organizational goals. Based on this evaluation, ERMU may decide to extend, modify, or disband
the Committee as needed.
