DISCUSSION:
• The City will be presenting the Minnesota Municipal Power Agency (MMPA) Amendment,
approved by the Utilities Commission in November, for approval via the consent agenda at
their December 16, 2024, Council meeting.
• 1 received a revised proposal from LEO A DALY regarding a high-level cost review to convert
the building to general administrative space conducive to a history/education center. Staff
has informed LEO A DALY of our intent to enter into an agreement for phase one of the
review. Phase one will provide us with a high-level cost to renovate the building and will
explore possible fund sources such as grants, legislative bonding, and philanthropic
donations. The intent is to present the findings to the Commission in January.
• The MMPA Board of Directors met November 19, 2024, at Chaska City Hall in Chaska,
Minnesota and via videoconference. Commissioner Stewart and I attended. The public
summary follows:
• The Board reviewed the Agency's operating and financial performance for October
2024.
• Clean Energy Choice program participation increased by 41 participants. 5.9% of
residential customers participate in the program.
• The Board discussed the status of renewable projects the Agency is pursuing.
• The Board discussed Xcel Energy's request to increase electric rates in Minnesota by
9.6% for 2025 and another 3.6% for 2026.
