1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the EDA Beautification Committee
was called to order at 10:02 a.m. by Chair Hardin.
2. Consider Agenda
Motion by Welsh and seconded by McAlpine to approve the agenda.
Motion carried 4-0.
3. Consent Agenda
Motion by McAlpine and seconded by Welsh to approve the consent agenda.
Motion carried 4-0.
4.1 Beautification Award Policy Amendments
Mr. Mollan led the committee through the changes redlined in the Beautification Award
Policy. He explained that while the verbiage on encouraging self -nomination was removed,
the policy still states that it is allowed.
Mr. Mollan highlighted that, if approved, the ability to submit a hard copy application will be
excluded, therefore the entry form was removed from the policy document.
Hardin questioned staff on if submitting photos on the online application is required or not.
He later confirmed that it is required to submit photos with the application.
The remainder of the committee expressed acceptance of the proposed changes.
Motion by McAlpine and seconded by Hjermstad to approve the modifications to the
Beautification Award policy.
Motion carried 4-0.
4.2 Beautification Award Marketing Discussion
Mr. Mollan brought up the 2021 flyer made by McAlpine and suggested making minor
tweaks to make it current which includes photos of the 2021 winner.
Mr. Mollan suggested a more active presence on social media and will create posts marketing
the Beautification Committee and Award which should include a QR code to the
application.
When printed, committee members agreed to hand out the updated flyer.
Community involvement will continue to be discussed and Mr. Mollan will connect with
public works and the parks departments.

There being no further business, Chair Hardin adjourned the meeting of the Elk River EDA
Beautification Committee at 10:40 a.m.
