Beautification and Public Art Committee
Held at the Elk River City Hall

Staff Present: Economic Development Specialist Josh Mollan, Economic Development Director Brent
O'Neil, and Senior Planner Chris Leeseberg

1. Call Meeting to Order
Pursuant to due call and notice thereof, the special meeting of the EDA Beautification and Public Art
Committee was called to order at 4:32 p.m. by Josh.
2. Consider Agenda
Moved by Dan and seconded by Jennifer to approve the agenda. Motion carried 5-0.
3. Consider Minutes
Moved by Ryan and seconded by Melissa to approve the September 18, 2023, meeting minutes.
Motion carried 5-0.
4.1 Beautification Award Judging
Qennifer Magner (committee member and co-owner of Edge Bar + Boutique) stepped out of the room and recused herself firm
judging.)
Josh introduced the applicant: Edge Bar + Boutique and shared before and after photos of the business.
The committee collectively judged Edge Bar + Boutique using the Beautification Award Judging Rubric.
Out of a maximum of 15 points, Edge Bar + Boutique scored 15.
Motion by Dan and seconded by Deb to recommend to the EDA that Edge Bar + Boutique win the
2023 Beautification Award. Motion carried 4-0.
Qennifer Wlagner was invited back into the room)
The committee decided that a garden bench will continue to be the award prize.
4.2 Public Art Project
The committee discussed the upcoming public art project. Josh shared that he would connect with the
Multipurpose Facility Commission and the Parks and Recreation Commission at their December meetings
to ensure they are on board with their locations being a preferred site for the public art project.
The committee directed staff to get the RFP near complete before the next meeting as well as connect with
mosaic artist Carey Dean.
4.3 General Updates
Due to lack of time, this item was not discussed.
4. Adjournment
There being no further business, Josh adjourned the meeting of the special meeting of the EDA
Beautification and Public Art Committee at 5:04 p.m.
