I . Call Meeting to Order
Pursuant to due call and notice thereof, the special joint meeting of the EDA Beautification and Public Art
Committees was called to order at 10:16 a.m. by Josh.
2. Consider Agenda
Moved by Dan and seconded by Ryan to approve the agenda. Motion carried 6-0.
3.1 Introductions
Each member and staff member introduced themselves to the group and how they have been involved with
their respective committees.
3.2 Public Art Committee Activities for 2023
Sharon shared details about the public art RFP process and her involvement in the state-wide art
community. She also suggested involving the school district again to include an educational aspect regarding
the selected artist.
Jennifer suggested that staff lead the role in determining funding opportunities as well as using Sharons
expertise in grant writing.
Brent asked the group if the committees would be willing to merge due to enough overlap between the
group's mission and vision.
Josh shared that the Central Minnesota Arts Board (CMAB) will host a public art grant with an April 3
application deadline.
The committee shared potential target areas/ideas for a public art project:
Farmers market, riverfront, Orono Park, FT Center, Woodland Trails, former Kemper wall, top of
Pompeii wall, former meat market site, chamber site, along Highway 169, Martie's Farm Services,
interactive art, Handke, electrical boxes, round abouts, downtown sign.
3.3 2023 Meeting Schedule
Josh requested feedback on timing of the joining of the committees.
The committee agreed to merge committees now.
Jennifer suggested the committee get started on applying for the CMAB Public Art Grant. She also
suggested the group meet on Monday afternoons prior to the Together Elk River on the third Monday of
the month.
The committee was agreeable to Jennifer's proposal, but staff will determine what time works best and
advise the group later.
Sharon suggested that determining the project type will be the necessary next step toward completing the
CMAB grant application.
Brent explained that as both committees are subcommittees of the EDA, the approval will be proposed to
the EDA at its next meeting.
3.4 General Updates
This item was not discussed.
4. Adjournment
There being no further business, Josh adjourned the meeting of the special joint meeting of the EDA
Beautification and Public Art Committees at 11:13 a.m.
