I . Call Meeting to Order
Pursuant to due call and notice thereof, the special meeting of the EDA Beautification and Public Art
Committee was called to order at 3:32 p.m. by Josh.
The members, staff, and guests introduced themselves.
2. Consider Agenda
Moved by Dan and seconded by Jennifer to approve the agenda. Motion carried 4-0.
3. Consider Minutes
Moved by Dan and seconded by Melissa to approve the December 18, 2023, meeting minutes.
Motion carried 4-0.
4.1 Review and Recommend Public Art Proposals
Josh shared that of the six registered artists two submitted proposals.
Dan asked for clarification on Carey Dean's proposal if the projects proposed were separate.
Josh advised that Carey Dean's proposal featured two projects, each being proposed at $20,000, whereas
Daniela. Bianchini's proposal featured multiple projects, combined being proposed at $20,000.
Jennifer brought up her concern over vandalism of the mosaic trash receptacles at Orono Park
The committee was comfortable moving forward with judging the two proposals, knowing that the
committee will aim to seek additional public art in the future.
Mike suggested the committee look into partnering with parks and rec to utilize artistic trash receptacles
across city parks.

The committee determined that of Carey Deans two pieces, they will move forward with just judging her
first proposal: "Where Energy Flows".
The committee individually completed the rubric for the two pieces and after combining and averaging their
scores, Carey Dean's proposal scored 83 and Daniela Bianchini's proposal scored 76.8.
The committee was in consensus recommending Carey Dean's proposal to the EDA while keeping Daniela
Bianchini's as a runner up.
The committee suggested connecting with representatives from the Multi -Purpose Facility Commission
prior to their April meeting, while also attending that meeting for artwork approval.
4.2 General Updates
There were no additional updates.

Beautification and Public Art Committee at 4:30 p.m.
