10-21-2024 BPA MINMeeting of the Beautification and Public Art Committee Held at the Elk River City Hall cityof Monday, October 21, 2024 Elk -�- River Members Present: Committee Member Deb Hjermstad, Committee Member Melissa McAlpine, Councilmember Jennifer Wagner, Committee Member Ryan Hardin, Commissioner Dan Tveite Members Absent Committee Member Nic Hahn Staff Present Economic Development Specialist Josh Mollan I. CALL MEETING TO ORDER Pursuant to due call and notice thereof, the meeting was called to order at 3:34 PM. 2. CONSIDER AGENDA Moved by Dan and seconded by Ryan to approve the agenda. Motion Carried 5-0. 3. CONSIDER MINUTES 3.1 9-16-2024 Beautification and Public Art Committee Minutes Moved by Dan and seconded by Melissa to approve the September 16, 2024, Meeting Minutes. Motion 5-0. 4. GENERAL BUSINESS 4.1 Beautification Award Judging Josh introduced and shared before and after photos of the nominees. The committee collectively judged and scored each out of a maximum of 15 points. Josh compiled and averaged the scores. • Professional Karate Studios (10.8/ 15) • Wayne Swart State Farm (13.2/ 15) • Allison's Addicts Boutique (11.6115) • Well Read Books (12.2/ 15) • Cinema Professional Building (1 1.4/ 15) • Eclectic Boutique (10.4/ 15) Moved by Dan and seconded by Ryan to recommend to the EDA that Wayne Swart State Farm win the 2024 Beautification Award. Motion 5-0. Josh shared that in the coming months he will recognize the nominees that didn't win on social media. Beautification and Public Art Committee Minutes October 21, 2024 Page 2 of 2 S. Josh also shared that the bench was delivered and secured at Edge Bar + Boutique. Ryan asked if the committee could review the Beautification Award policy. 4.2 Public Art Project Josh updated the committee on Carey Dean's project and the details of the reveal ceremony. He advised that the ceremony is penciled in for November 25 at 2 pm at FT Center. Deb suggested that Nic would make a good candidate to speak at the event due to her connection to the arts. Josh shared that the remaining funding has not been secured. Dan shared that he will make a few connections to share the opportunity. 4.3 General Updates Deb shared details of the past junior Master Gardeners project and methods of recognition. Josh shared that the city received an inquiry from a muralist and advised that he will push for this committee to review or give feedback on direction of a future piece.
