Introduction
The Elk's Quarterback Club has requested to renew its premises permit to conduct charitable gambling at
Time Out Sports Bar. The permit will run for two years from August 1, 2006 until July 31, 2008.
Discussion
The City's ordinance requires that 75% of the lawful purpose expenditures must be spent within the
City's trade area. The trade area for Elk River includes the cities of Elk River, Ramsey, Otsego, Rogers,
and Zimmerman. The attached chart shows that the amount of expenditures spent in the trade area
during the years 2004 and 2005 exceeded the required 75%.
FinanciallmDact
If the Elk's Quarterback Club is not allowed a Premises Permit, the trade area would not receive 75% of
the lawful purpose expenditures.
