Introduction
The Elk River Youth Hockey Association has requested to renew its premises permit to conduct
charitable gambling at McCoy's Pub. The permit will run for two years from July 1, 2006 until June 30,
2008.
Discussion
The City's ordinance requires that 75% of the lawful purpose expenditures must be spent within the
City's trade area. The trade area for Elk River includes the cities of Elk River, Ramsey, Otsego, Rogers,
and Zimmerman. The attached chart shows that the amount of expenditures spent in the trade area
during the years 2004 and 2005 exceeded the required 75%.

If the Elk River Youth Hockey Association is not allowed a Premises Permit, the trade area would not
receive 75% of the lawful purpose expenditures.

RESOLUTION 06-
A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION APPROVING PREMISES PERMIT FOR THE
ELK RIVER YOUTH HOCKEY ASSOCIATION
WHEREAS,
The Elk River Youth Hockey Association has made application to the State
Gambling Control Board for a Premises Permit Renewal; and
WHEREAS,
the Premises Permit will allow charitable gambling on the premises of McCoy's
Pub located at 651 Main Street in the City of Elk River for the period of July 1,
2006 to June 30, 2008; and
WHEREAS,
The Elk River Youth Hockey Association has met the city's requirement of
spending 75 percent of its lawful expenditures within the city's trade area during
the past two years; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota that a Premises Permit be granted to The Elk River Youth Hockey Association to allow
charitable gambling operations at McCoy's Pub located at 651 Main Street in the City of Elk River,
Minnesota.
Passed and adopted this 21st day of February 2006.
