Introduction
The City Council asked that the Tinklenberg Group present a proposal for a maintenance of effort
program for the second submittal for federal funding for design alternatives to trunk highway 10.
Discussion
Attached is a proposal from the Tinklenberg Group for $36,000 for providing those services for the
balance of 2006. Elwyn Tinklenberg will be present at Tuesday's meeting to discuss the proposal for
services.
Financial Impact
Cost of the proposal is $36,000 in 2006. If approved, it is recommended that funding come from the
Street Improvement Reserve, which was the funding source for the initial $55,000 agreement.

Introduction
The City of Elk River has determined that additional effort is warranted to secure
federal su pport for the study of traffic management alternatives along TH 10
through the community, including its intersection with TH169, TH1 01 and Wright
Cou nty Road 42.
Work necessary to accomplish this goal has been identified in the 2005
Consulting SeNices Proposal submitted to the City by The Tinklenberg Group.
This amendment maintains those tasks through the balance of 2006 with
particular emphasis on tasks associated with project funding strategies and
activities.
This amendment will be in effect through December 31, 2006.
The cost of this amendment is $36,000 and will be billed monthly according to
the terms of the original agreement between The Tinklenberg Group and the
City.
