Introduction
The Parks and Recreation Department would like to apply for a grant through the DNR Outdoor
Recreation Grant Program. This grant is due to the DNR by March 31, 2006 and, if awarded, would be
for work performed in 2007 and 2008.
Discussion
Hillside Park has become a very popular facility for mountain biking with a regional draw. We have
received many letters of support for improvements at this facility. The total proposed budget is $199,022.
The grant would cover 50% of the project expenses.
Project includes two shelters, accessible water, play area, benches, picnic tables, grills, garbage cans, signs,
and paving.
Financial Impact
Financial impact would be 50% of the total budget over two years from the Park Dedication Fund. If the
grant is awarded, the park would have facilities that would need to be maintained and the funding source
would be the Park Maintenance budget.

RESOLUTION 06-
A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION AUTHORIZING STAFF TO SUBMIT AN APPLICATION FOR A
MINNESOTA DNR OUTDOOR RECREATION GRANT
WHEREAS, The City of Elk River recognizes the importance of providing high quality
recreational resources to the community; and
WHEREAS, The City of Elk River recognizes the need to partner with other governmental
agencies in order to improve natural areas in a cost effective manner; and
WHEREAS, the City of Elk River acts as legal sponsor for the project contained in the Outdoor
Recreation Grant Program Application to be submitted on March 31, 2006 and that the Director of
Parks and Recreation is hereby authorized to apply to the Department of Natural Resources for
funding of this project on behalf of the City of Elk River; and
WHEREAS, the City of Elk River has the legal authority to apply for financial assistance, and
financial capability to meet the match requirement and ensure adequate construction, operation,
maintenance, and replacement of the proposed project for its design life; and
WHEREAS, the City of Elk River has not incurred any development costs described on Item 5 of
the grant application.
NOW, THEREFORE, BE IT RESOLVED that upon approval of its application by the state,
the City of Elk River may enter into an agreement with the State of Minnesota for the above-
referenced project, and that the City of Elk River certifies that it will comply with all applicable laws
and regulations as stated in the grant agreement including dedicating the park property for outdoor
recreation uses into perpetuity.
BE IT FURTHER RESOLVED that the Director of Parks and Recreation is hereby authorized
to execute such agreements as are necessary to implement the project on behalf of the applicant.
Passed and adopted by the City Council of the City of Elk River this 21st day of February 2006.
