Background/Discussion The Parks and Recreation Commission discussed priorities to be included in the Great Northern Regional Trail grant application during their Work Session on June 12, 2024, and regular meeting on July 10, 2024. Sherburne County Parks Director Gina Hugo presented a list of amenities to be included in the project and the commission voted unanimously in support of this project. The project scope for the grant application will include the following amenities in Elk River: ▪ A bike repair station is to be located near the south end of the trail near Meadowvale Elementary School. ▪ A bike repair station and bench with a concrete pad located in Woodland Trails Regional Park. ▪ A bench with concrete and a portable screen with a concrete pad for the porta potty located at CR 33 and Watson. ▪ A Great Northern Regional Trail trailhead sign with Hi-Viz ADA width limiter gates and a bench with a concrete pad located at the 221st Avenue parking lot. Financial Impact If awarded for the grant, $31,973.33 will be budgeted through Park Improvement and Park Dedication Funds in 2027 based on the projects included in the grant application. (wait on meadowvale location) Wait until trailhead facility. Keep in near b ** $104,500 - parking lot expansion near Meadowvale school – speak with Dave? Watson makes more sense. Parcel for sale by daycare. Suggest as a future grant request with Watson as a short-term parking lot. Wait – but include in RFP for the design of this project: public engagement to explore southern trailhead options, develop concept design and develop cost estimate for southern trail head. Add Watson Parking – useful in short and long term. If funding is available, alternative project: ** $12,000 - 4 Park Benches woodlands along the GNRT within the park – within vicinity of where pave trails come out to the GNRT, Watson, 221st.
