Hire Environmental Services and Projects Specialist

Action Requested
Approve, by motion, the hiring of Joseph Hale to the position of environmental services and projects specialist
effective February 18, 2025.
Background/Discussion
This position was created when the environmental services director retired. We went to market and received
13 applications. Following interviews, background and reference checks, we recommend Joe Hale for this
position.
Mr. Hale holds an Environmental Science, Policy, and Management Degree from the University of Minnesota.
He has been working at the Scott Soil and Water Conservation District where he is a resource and permit
specialist. Previous work experience includes a right-of-way technician for the South Florida Water
Management District and a law compliance representative for the Minnesota Department of Natural
Resources.
Mr. Hale will start at pay step A for this position which is in pay grade 7E. All pay and benefits will be
consistent with city policy.
Financial Impact
This is a budgeted position.
