ELK RIVER PARK BOARD
CITY HALL
June 28, 1977

BOARD MEIVIBERS PRESENT: Chairman Gene Schuldt, Steve Ostby, Walt
Schumacker.
BOARD MEMBERS ABSENT: Stan Moreland, Ken Nelson.
GUESTS: Phil Sayles, Jaycess, Tony Mikols, Elk River Theater,
John Dietz, Phil Johnson and Maron Glimes, Softball Association.
NEW APPOINT~~: Walt Schumacker's appointment to the Park Board
by the City Council was approved, and he commenced serving as of
this meeting.
PARK SHELTOR REQUEST: Phil Sayles requested permission for the
Jaycees to use the Orono Park shelter for July 3rd & 4th for con-
cession stands. This will be in conjunction with annual July 4th
celebration. Steve Ostby moved, Walt Schumacker seconded to grant
permission. Passed without opposition.
SOFTBALL ASSOCIATION: A bill for $231.38 was presented for payment.
Bill is for 48 new light bulbs the softball association had installed
at the two fields. Steve Ostby moved. Walt Schumacker seconaed
payment of bill. Passed without opposition. Two new light poles
have been installed, with fixtures, at Derr and Groupner Memorial
Field. This is in addition to present lights. Steve Ostby will
check into possible costs for sinking a well in Orono Park, be-
tween outfield fence and road. General discussion held on needs
of softball fields. A need for second well near the infieO!d at
Derr and Groupner Memorial Field may exist. Landscaping may also
have to be done in the outfield area of same field. There are
approximately fifteen (15) light bulbs left, and they are being
stored in utilities department warehouse. Softball representatives
were informed that several incidences of lights being left on
after ball games and fields unattended have been reported. If
unexpanded funds are available at end of summer and softball season,
needs for improving softball facilities should be given first
proirity, if possible.
PARK USAGE: It was noted that more groups, companies, organiza-
tions, etc. seem to be using Orono Park. Several such groups
have used the park facilities already this summer. Future schedul-
ings are: Mork Clinic, Anoka, July 23rd and Bishman Co., Osseo,
August 21st.
CO~mJNITY THEATER SIGN: Tony Mikos presented a proposal for a
permanent sign display to be installed at the North end of the
downtown parking lot. Display would have provissions for inserting
four-by-eight foot panels as signboards. Display would be used to
announce and promote future productions of theater group. It will
also be available for some kind of use by other organizations.
Theater group will provide funding and constructions. They will
also be responsible for determingmg use of the display and costs
(if a~) by other groups. Board members made an on-site inspec-
tion of proposed location. Display will be placed immediately
behind the flower bed at the North end of the parking lot and will
face the highway. Steve Ostby moved, Walt Schumacker seconded a
motion to permit display installation. Passed without opposition.

OTHER BUSINESS: Park Board will request a copy of time report
submitted by the City Maintenance Department to City Clerk which
list time and cost f6r softball field and park maintenance. The
Board also requested a report of Park Board balance of funds as
of July 1st, plus a list of expenditures and deposits (swimmin~
lessons fees) to date. Clarification is also needed of $650.00
budget item for bonds and insurance.
