SR 03-06-2006 City of Elk River REQUEST FOR COUNCIL ACTION Agenda Section Meeting Date Consent March 6, 2006 Item Number 3.6 Prepared by Bill Maertz, Parks and Recreation Director Reviewed by Lori Johnson, City Administrator Item Description Authorize Payment to Boys and Girls Club of Elk River for Contracted Services Introduction Authorize payment of $5,093 to the Boys and Girls Club of Elk River Discussion The Parks and Recreation Department operating budget for 2005 included $24,000 for contracting with the Boys and Girls Club of Elk River to provide programs targeting teenagers. The goal of these programs is to reach out to teens who do not participate in programs offered by the City Parks and Recreation Department. The Boys and Girls Club has submitted a request for payment of $5,093 for the last quarter of 2005. The attached report describes the program offerings provided by the club. Financial Impact $24,000 was budgeted in 2005. The $5,093 is payment for the fourth quarter of 2005. Thank: you for your continued support of the Club in Elk River. October. November. December 2005 CareerLaunch, JobReady, StreetS mart are in full swing at the Elk River Club. Every Monday, Tuesday and Thursday the Club is open later for teens to particip~te in these and other educational programs. · Career Launch is a national backed Club program that allows teens to explore career opportunities that match their interests and talents. The teens are tested on their interests and rewarded for making a "work plan" which will help them reach their goals. 20-25 teens participate in each class which are held twice a week. · JobReady prepares Club members ages 16-18 with specific skills to secure employment and be successful in the working world. Using the comprehensive program materials and assessment tools that JOB READY! provides, Club staff can tailor the program to meet their members' particular needs. Teens learn how to identify job opportunities, write effective resumes, perform well in interviews, dress appropriately, develop good work habits and get along well with others in the workplace. 5-6 teens participate in this program on a regular basis. The program encourages smaller group numbers in order to be most effective. · TGIF allows teens to attend the Club two Fridays per month to participate in athletics, arts and social recreation. The program features field trips at times as well as constructive programs supervised by the Club staff. Basketball, volleyball and football tournaments are held. Additionally, cooking and arts classes are held with the teen girls leading the classes for younger students. 50-60 teens per month participate. · Girls Night was held for the first time on the third Thursday in December. This program allowed the girls to spend time with each other in a relaxed setting talking with the Club staff while having their nails and hair done by a volunteer from Avalon Salon. The girls were provided with a snack and products to try and take . home. The program allowed social time for the girls to talk about issues concerning them or to ask for personalized homework help. 22 girls aged 12-18 participated. PenPals began in November 2005. This program allows teens from the Elk River Club to write notes to teens at the Zimmerman Club. Theteens meet 6 times a year to interact with their PenPal. The program allows the teens to gain social skills as well as learning how to interact with others at the Clubs. 20-25 kids participate from the Elk River Club. . Social Recreation is offered until 8 pm three days per week at the Elk River Site. Teens can participate in Carpetball and Pool tournaments for prizes. Tournaments are arranged with other Clubs and trophies are awarded. 15-20 kids per evening have participated. . Junior Staff Development 5-teens were employed at the Elk River Site during the 4th quarter of2005. These teens are trained in all Boys & Girls Club of America programs and are called upon to carry-out the parameters of the programs. Junior Staff range in age from 16-19 years old. These staff are asked to be mentors not only during their paid . time at the Club, but are also asked to assist Club members during school hours with questions or problems that may arise for the members. The Junior Staff is expected to assist the younger members with homework projects. Emily Giraud, Bryan Bonin and Joel Steen work regularly with the teens at the Elk River Site. Emily has a degree in Sport and Recreation, while Bryan has college classes in political science as well as experience working with developmentally disabled teens. Joel worked for the Sherburne County Jail and Elk River Schools before joining the team at the Club. These three employees are the cornerstone for the Teen programming in Elk River.
