Introduction
The applicant is requesting simple plat approval of Alea Rae Addition. The property is located south of
Elk Park Center and north of Parker Elementary School. The proposed plat includes two commercial
lots, platting right-of-way for Jackson Avenue and School Street, and leaving the school property as an
outlot.
Discussion
The two new commercial lots comply with the dimensional requirements of the C3 zoning district. The
proposed school outlot should be platted as a lot. The Park and Recreation Commission recommended
cash to meet the park dedication requirements.

Staff recommends approval of the simple plat for Alea Rae with the following conditions:
1. Park dedication fees in the amount of $6,300 per acre for the two commercial lots and
$2,940 for the one residential lot shall be paid prior to releasing the subdivision for
recording.
2. Surface water management fees in the amount of $1,015.99 per acre for the two
commercial lots and $169.32 for the one residential lot shall be paid prior to releasing
the subdivision for recording.
3. All comments of the City Engineer shall be addressed:
. The driveways for the two commercial lots shall line up with existing driveways
on the east side of Freeport.
. Sewer and water easements will be required over sewer and water through the
location of the hydrant.
. Fire hydrant location shall be verified by Fire Chief.
. Storm sewer connections and storm sewer easements will have to be approved by
the City Engineer.
. NPDES and SWPPP are required
4. Outlot A shall be platted as a lot.

RE: BRIGGS PROPERTY DEVELOPMENT
Dear Mr. Harlicker:
As requested, we have reviewed the submittal package for the Briggs property development
on Freeport Avenue. As you are aware, this is a portion of the School District property that
is proposed to be developed into two commercial lots. Based on our review we would offer
the following comments:
1. The information we reviewed was prepared by Duffy Engineering & Associates, Inc. and
included a preliminary- plat, preliminary- grading and erosion control plan, and a
preliminary- utility plan.
2. There are two driveways proposed that are just slightly offset from the existing
driveways on the east side of Freeport Avenue. For traffic considerations, the proposed
driveways should line up exactly with the driveways on the east side. Otherwise, left
turning movements will be at significant conflict.
3. Sewer and water service is proposed by tapping into the existing facilities located in
Freeport Avenue. The proposal is to extend an 8-inch sanitary- sewer service into a
manhole in the site with individual 6-inch services extended to each building. Water
service is proposed to be provided by connecting an 8-inch water line to the existing
water line in Freeport Avenue and extending it into the site. From there, a 6-inch service
is extended to each building site and a hydrant is placed near the rear of the southerly
building (Final hydrant location(s) will need to be verified with the Fire ChieQ. Since
more than one property is serviced off each of these facilities, they will be deemed to be
public utilities and therefore, a sewer and water easement will be required over the sewer
and water through the location of the hydrant.

The connection to the water system will need to be provided by a wet tap so that water
service to other existing properties is not disrupted. There is significant traffic on
Freeport Avenue, so much more detail about how the connection to the existing utilities
will be accomplished, at what time it will be accomplished, how traffic will be detoured,
and how quickly the road will be repaired and opened back to traffic needs to be
provided.
4. Storm sewer calculations were provided prepared by Duffy Engineering & Associates.
These have been reviewed and are acceptable. However, the outlet from the storm
sewer pond located in the southerly comer of the lot is proposed to just outlet onto the
School District property. This is unacceptable. The outlet will need to be connected to
the existing trunk storm sewer which flows through and easement on the School District
property. Also, there will need to be an easement from the School District for this
storm sewer outlet to be accomplished.
5. The site is in excess of one acre and therefore, will require an NPDES permit and a
Storm Water Pollution Prevention Plan (SWPPP). The plan does show silt fence around
the entire site. It also shows two temporary rock construction entrances for the mass
grading and utility development of the site. Only one construction access will be
allowed.
The site generally flows from north to south. The proposed elevations at the northern
part of the site are approximately 934 with the bottom of the pond at approximately 919,
meaning that there is 15 feet of fall from highest point to lowest point. Given this much
fall and direction of drainage, a temporary sedimentation basin needs to be constructed
as part of the SWPPP to prevent erosion from leaving the site. The permanent pond
could be used for this purpose. It should be noted that this should be constructed first
and restored in such a fashion so that it can act as the temporary sedimentation basin
until the rest of the site is developed and permanent cover is established. At that time,
the pond can be reworked and developed into its ultimate configuration.
