L The meeting Has called to order by Jim Dingle, president. ~1embers present
were Steve Ethan, Marlon Glines, Les ft.nderson, Mike O'Brien" Lloyd Pogatchnik
and Pat Michaels.
II. Previous meeting's minutes were read and approved.
III. Treasurer's report was read and approved.
IV. Old Business:
A. Council will be reviewing the Board by-laws.
B. Council will be reviewing Handke skating rink financing. Council budget
review will be for 1981. However, rink will not have funding for winter
1980. At October meeting, Board wil1 evaluate funds that have been en-
cumbered but not requested.
C. Tennis tournament organizers have not contacted Board.
D.Costs of developing one new ballfield would be about $15,000. Land
acquisition is not included in this cost, only lights, poles, fence,
backstop, bases and agri-lime. Four sources were contacted.
E. Board's budget request for 1981 has been submitted to the Council. Jim
will remind Council of coml~litment f'Jr Elk River Community Theater.
F. The vi s it to the Ti ny Tots program 'IJ(;I5 di sCllssed. It appears to be a
good program.
V. Bob Middaugh indicated that Council has passed 2 resolution requiring a fee
to cover field rental, clean-up deposit and lights. Softball Association
has contributed about $13,000 during the period of August, 1976 thru Feb-
ruary 1, 1980. The tournaments bring additional income into the local
businesses of Elk River. Les moved and r~arlin seconded a motion requesting
Jim and I~arl into make an appearance before the Counci 1 and request that
the Council rescind the fee schedule adopted for scheduling of softball
tournaments and also to n~turn the $184 received from the recent tournament.
Motion carried. Gerry Burkrof the slow pitch league made an appearance
before the Bcal'd to present comments on the fee schedule.
VI. New Business:
A. Lloyd moved and Les seconded a motion to provide up to $225 to help
defray costs associated with the fo'llowing Community Education programs:
Santa's Workshop, Halloween Rock n Roll, Christmas Carol, Fall Fishing
Trip. Motion Carried.
B. Les moved and Pat seconded a motion to provide up to $302.37 to .help
defray costs associated with the foilowing Community Education programs:
Excursion Club---Lumbertown Tour & Charles Lindberg Home, Anita Beck

Center, Chnstmas Church Tour, Fuji Va Luncheon. Motion carried.
Also included in the motion was a request for a breakdown of
participants in future activities, i.e., seniors, etc.

October 14, 1980 at 7:30 p.m.
