MEETING OF THE ELK RIVER RECREATION BOARD
HELD AT ELK RIVER CITY HALL
APRIL 14, 1987

1. PROPOSED WILDERNESS PARK...the City Administrator provided some background
information on the Wilderness Park, located north of the Elk River Country
Club that is being considered by the City Council. Maps showing the
location of this park were reviewed. The total dollar amount being
considered for the purchase of his 163 acre park was also discussed and
the affect on other capital improvements in existing parks.
2. RAILROAD TRACK TRAIL SYSTEM...Street Superintendent, Phil Ha1s, discussed
the efforts that he has made, at the direction of the City Council to
obtain the abandoned railroad tracks for use as a trail system in Elk
River. It was noted that these tracks abut the Wilderness Park property
that is under consideration.
3. 1987 IMPROVEMENT PLANS...Phi1 Ha1s presented some proposed expenditures
for City parks in 1987. Again, the Rec Board discussed the merits of
these expenditures versus the purchase of the Wilderness Park.
4. PARK DEDICATION FEES...The $100 per dwelling unit park dedication fee in
lieu of ten percent of the raw land value was discussed by the Board. The
need for additional park revenue was discussed and the Administrator
informed the Board that park dedication fees was one of the main financing
tools for park improvements.
MOTION BY DARRELL MACK, SECONDED BY BYRON HOUGHTELIN TO RECOMMEND TO THE
CITY COUNCIL THAT THE PARK DEDICATION FEES BE INCREASED FROM $100 TO $250
PER LOT OR DWELLING UNIT ON PLATS OF EIGHT LOTS OR MORE AND ON APARTMENT
BUILDINGS UP TO EIGHT UNITS OR MORE. THIS AMOUNT IS TO INCREASE BY $25.00
PER YEAR AND IS TO BE REVIEWED WITHIN FIVE YEARS. THIS RECOMMENDATION IS
CONTINGENT ON STAFF RESEARCH IN ORDER TO DETERMINE IF THIS DOLLAR AMOUNT
IS COMPARABLE TO SIMILAR COMMUNITIES. MOTION PASSED 7-0.
It was the consensus of the Rec Board that this recommendation will be
reviewed at the 4/28/87 Rec Board meeting prior to being presented to the
City Council. The Rec Board desired additional staff input prior to this
recommendation being forwarded to the Council.

1987 SOFTBALL PROGRAM...Phil Hals informed the Rec Board on recent City
Council consensus on softball fees and maintenance program for the 1987
season. As before, the Community Education Department will be programming
the use of the fields in Orono Park. It was noted that the selling of
beer will be prohibited during the weekdays and that individual temporary
3.2 licenses must be obtained trom the City in order for beer to be sold
during weekend tournaments.

HOCKEY UPDATE...The Board briefly discussed the City hockey arena and the
possibility of a hockey staff person being used full time for both the
winter hockey season and for other summer activities.
7.
PARK OVERLAY PLAN...Board member, Marilyn VanPatten, updated the Board on
discussions that have been held at the Growth Management Plan Task Force
meetings regarding a city-widepark system. Discussions have centered on
an interconnected park plan that makes the best use of the area's natural
landscape.
8.
APARTMENT COMPLEX NEIGHBORHOOD PARK...Phil Hals updated the Recreation
Board on efforts being made by the City to obtain an approximate one acre
park in an apartment complex near 5th Street and Baldwin Avenue.
It was the consensus of the Recreation Board to meet on 4/28/87 to follow-
up on the items discussed at this meeting. The purpose of this 4/28/87
meeting will be to offer recommendations to the City Council on issues
relevant to park and recreation projects.
