MEETING OF THE ELK RIVER RECREATION BOARD
HELD AT THE ELK RIVER CITY HALL
ON APRIL 28, 1987

PARK DEDICATION FEES...The City Administrator updated the Rec Board on
Staff discussions that have been held regarding increasing the park
dedication fees. It was noted that the Building and Zoning Administrator
and the City Attorney both felt that the park dedication fee amount should
be very close to the ten percent of raw land value; the guideline that
has been used in the past. Both the Attorney and Building and Zoning
Administrator felt that a flat increase to $200 per unit from the $100 per
unit would be acceptable as long as the fees were obtained under the
existing system.
MOTION BY DARRYL MACK SECONDED BY BYRON HOUGHTELIN TO RESCIND THE MOTION
MADE AND APPROVED REGARDING PARK DEDICATION FEES AT THE 4/14/87 MEETING
AND TO RECOMMEND TO THE CITY COUNCIL AN INCREASE IN THE PARK DEDICATION
FEES FROM $100 PER DWELLING UNIT TO $200 PER DWELLING UNIT AND THAT THE
FEES BE COLLECTED UNDER THE SAME GUIDELINES AND SYSTEM AS PREVIOUSLY USED.
MOTION PASSED 6-0.

PROPOSED WILDERNESS PARK...The Mayor, Estelle Gunkel, updated the
Recreation Board on efforts that have been made by the City Council to
obtain an approximately 163 acre wilderness park directly north of the Elk
River Country Club. Extensive discussion was held by the Rec Board
regarding the impact of such a purchase on continued improvements in
existing parks. The consensus on the Recreation Board was that a
wilderness park was needed in Elk River, but that such a park should not
be purchased at the expense of other improvements in the existing
park system. There was concern on the Recreation Board regarding whether
the entire 163 acre parcel would be needed as a wilderness park; over
the amount of funds available for the purchase of such park; and if City
staff was sufficient to maintain and make improvements in the Wilderness
Park.
MOTION BY BYRON HOUGHTELIN, SECONDED BY DARRELL MACK TO RECOMMEND TO THE
CITY COUNCIL THE CONTINUED PURCHASE OF PARK LAND WITH EMPAHSIS ON THE
PROPOSED WILDERNESS PARK, BUT THAT PART OF EXISTING AND FUTURE FUNDS
SHOULD BE RESERVED IN ORDER TO UPGRADE THE PARKS THAT ARE CURRENTLY OWNED
BY THE CITY. MOTION PASSED 7-0.

3. PROPOSED 1987 PARK IMPROVEMENTS...The Recreation Board reviewed a handout
from Street Superintendent. Phil Hals. (that was distributed at the
4/14/87 meeting) and indicated a consensus that the purchase of playground
equipment was a much higher priority than the purchase of equipment for
volleyball and basketball courts. The consensus of the Rec Board was also
that the bituminous surface and curbing projects should try to be funded
by a different method than by using park dedication funds. It was further
the consensus of the Rec Board that the Shelter proposals were a high
priority in Orono Park and that the proposed restroom building with
holding tank is needed but that discussion should be held with Sewer
Treatment Plan Superintendent. Darrell Mack. prior to any construction on
this restroom building taking place.
4. The eighty acre City Park (old City dump). the abandoned railroad track
as a trail system and the one acre apartment complex neighborhood park
were briefly discussed.
5. RECREATION BOARD ORDINANCE...The four pages from the Elk River City Code
relating to the Recreation Board was distributed. It was the consensus of
the Recreation Board that these rules and regulations would be discussed
at a future meeting. It was acknowledged that this ordinance was compiled
when the City was a smaller community and was not growing and that the
City needs for input on recreation and park activities may be expanding
which may merit a revision in the City Ordinance.
