5.4. SR 03-13-2006 City of Elk River REQUEST FOR COUNCIL ACTION Agenda Section Meeting Date Worksession March 13,2006 Item Description 2005 NPDES Permit U date/Annual Meetin Item Number 5.4. Prepared by Rebecca Hau , Environmental Administrator Reviewed by Introduction The City of Elk River was required by the Minnesota Pollution Control Agency to apply for the National Pollutant Discharge Elimination System General Storm Water Permit in 2003. The permit requires the city to develop and implement Best Management Practices and achieve measurable goals to satisfy six minimum control measures. The six goals are Public Education and Outreach; Public Participation/Involvement; Illicit Discharge Detection and Elimination; Construction Site Runoff Control; and Pollution Prevention/ Good Housekeeping. Discussion In 2005, the City of Elk River was able to meet goals in each of the six measures. The following are some examples: . Web site link to storm water related information . Continuance of licensing lawn care professionals . Inspections of plats to ensure proper erosion control measures are being taken . Inspections of storm drains (20% required each year) . Issuance of Stop Work Orders by Building Inspectors if erosion control measures are not being maintained at building sites . Development of SWPPP Template and Checklist . Commercial site erosion control inspections by Engineering Department . Road Salt Shed construction at the Street Department . Installation of Rain Gardens City staff plans to continue improving on the City's storm water program in 2006 by implementing additional measures.
