Discussion The Energy City Commission has requested that the City Council pursue LEED Certification as part of the Library project. LEED is a rating system that evaluates buildings based on energy efficiency, indoor environmental quality, and sustainability (see attached). Among the benefits of going through the LEED certification process are reduced operating costs, enhanced occupant comfort and reduced environmental impact. There are four levels of Certification: certification, silver, gold and platinum. Financial Impact The potential costs of LEED Certification can range from 5% to 12% depending on strategies used. Potential savings in utilities, based on current utility costs should equal no less than $260,000 over the life of the building. The cost as we have discussed can vary greatly depending on the strategies that we, the design team and you the owner, set as our shared goals. The range in cost can be discussed in an early Concept Stage as being between 5-12%. More specific cost will be developed as part of the process. At the end of the Schematic design phase, an energy model of the building will be developed simultaneously as an estimator will be developing project cost. With the development of these items the team will then be able to compare bundles and their associated paybacks to confirm our direction. Some of the Benefits and paybacks that can be expected in doing a Green building are as follows: . Reduced Operational Cost . Improved Employee Productivity . Improved Patron Comfort thusly increased use and support . Publicly visible commitment to the environment As the Owner, the most obvious payback will be in terms of operational cost savings. As already noted, at this point in the project we can estimate the associated increase in project cost for doing a Platinum LEED building to be somewhere between 5%-12%, which can be calculated to be $130,000 to $312,000, based on an estimated construction cost of 2.6 million. This cost can be compared to possible operational cost savings to determine the payback point. In our recent project experience doing LEED certified projects, and projects based on those same principles, we have planned for and achieved an approximately 50% reduction in operational cost from that of a code based building. Achieving an even higher percentage of reduction in operational cost for a platinum rated building would be entirely possible depending on the strategies adopted by the owner and design team. These numbers are, at this point, budgetary ranges. Accurate data will be developed as part of the Schematic Design. We look forward to further discussions and development of this exciting project. The Commission is confident that it could qualify for the Platinum certification and is willing to cooperate and provide technical expertise in order for this to be accomplished. Discussion The ECC is currently in the process of proposing state legislation to have Elk River designated as "Energy City". If this happens, which the Commission is confident it will, the City should be setting an example with their buildings. To qualify for LEED Certification, points must be obtained in several areas including sustainable sites, water efficiency, energy and atmosphere, materials and resources, indoor environmental quality and innovation and design process. There are four levels of Certification: Certified, Silver, Gold and Platinum. The Elk River School District achieved Certified LEED certification for Westwood Elementary School in Zimmerman and plans to achieve the Gold LEED certification for Twin Lakes Elementary School in Elk River. Westwood Elementary School has seen 30% reduction in water use, achieved 50% energy savings, diverted 59% of construction waste from going to the landfill along with many other benefits. The ECC would like the City to achieve the Platinum LEED Certification for the construction of the library. With Platinum Certification, the city could potentially see even greater savings. Financial Impact Landfill abatement funds could be used if recycled materials are utilized in the construction of the library. Attachments Attached is a project checklist for LEED certification.
