8.1 SR 04-21-2025The Elk River Vision A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community engagement that encourages and inspires prosperity [ITEM_HEAD] Request for Action To City Council Item Number 8.1 Meeting Date April 21, 2025 Prepared By Justin Femrite, Public Works Director/Chief Engineer Item Description Corridors of Commerce Readiness Advancement Solicitation Reviewed by Justin Femrite Cal Portner Tina Allard Action Requested Approve, by motion, Corridors of Commerce Readiness Application. Background/Discussion The State of Minnesota, through the Department of Transportation (MnDOT), has an open solicitation for funding to cover project development costs to better prepare projects for future construction funding. Different from past years and past applications we have made, this opportunity will only provide funding for administrative project development costs, not construction costs. In the last Corridors of Commerce solution, the City Council directed that the application be written to fund the design and construction of two new interchanges along TH 10 at Twin Lakes Road and Adams Street, consistent with the long-term vision outlined in the TH 10 Corridor Study. That project did not score high enough to receive funding. If the Council affirms the previously submitted project as the highest priority, staff recommends the opportunity in this solicitation to help complete project development items such as Environmental/Sustainability analysis and Engineering/Design.
