Background/Discussion The primary source of funding is a result of the American Rescue Plan Act (ARPA) revenue replacement for the FT Center due to the negative impacts of COVID. The City has $405,000 earmarked for field house improvements. The project is not supplemented with any property or sales tax revenue. Staff sought $500,000 through the Minnesota Multi-Purpose Community Facility Projects FT25 Grant, but our project was not awarded. Staff solicited quotes for the following: Concrete floor 196' x 114' beneath turf: ▪ Remove 4" of the existing gravel base ▪ Form and pour 4" of 4500 PSI concrete with fiber mesh, ▪ Smooth finish ▪ Place control joints ▪ Apply sealer. The turf was newly installed in 2020 and has a life expectancy of roughly 10-years. The turf has had limited use due to COVID and seasonal high utilization since its installation. Sporturf modifications to be completed by Becker Arena Products, Inc. include: ▪ All existing AT740 Sporturf to be cut at 12’ increments and rolled up. ▪ Existing Sporturf shipped to the manufacturer based in Georgia: o Install Velcro strips to existing AT740 Sporturf seams and perimeter (glued application) o Install Velcro strips to exterior concrete along perimeter (glued application) ▪ Sporturf shipped to FT Center from manufacturer. Page 181 of 197 ▪ Roll out and re-install turf. Other Misc. Improvements Include: ▪ Pickleball netting, fencing, and equipment. ▪ Event draping for facility perimeter. ▪ Entryway remodel. Financial Impact The budget for the FT Center field house improvements is $405,000. A reminder that this will negatively impact the FT Center operational budget in 2025 as the revenues were captured in the prior year, resulting in a 2024 budget surplus.
