2.3 ERMUSR 06-03-2025______________________________________________________________________________ Page 1 of 2 UTILITIES COMMISSION MEETING TO: ERMU Commission FROM: Tony Mauren – Governance & Communications Manager MEETING DATE: June 3, 2025 AGENDA ITEM NUMBER: 2.3 SUBJECT: Summary of General Manager Performance Evaluation Closed Session ACTION REQUESTED: None BACKGROUND: On May 13, 2025, a closed meeting of the Utilities Commission was held to evaluate the performance of General Manager Mark Hanson. State statute requires that the Commission shall then summarize its conclusions from the evaluation at the next public meeting. DISCUSSION: Summary from Chair Dietz: • Commissioners present: John Dietz, Mary Stewart, Matt Westgaard, and Nick Zerwas • Also present: ERMU General Manager Mark Hanson The Commission conducted an annual performance review of General Manager Mark Hanson on May 13, 2025. The Commission, the ERMU managers and the City Administrator answered a series of questions, rating Mark from 1-3 (with 3 being the highest score) in several categories. There was also the option of adding comments in each section along with a general section for comments at the end of the document. Mark met or exceeded expectations in every category. He rated highly in his ability to work with the ERMU staff and for his aggressive approach to learning more about the electric side of the business. Mark has worked hard on improving his knowledge of the electric side of the business, attending many classes on the topic and working closely with Operations Director Tom Geiser. He is now very comfortable assisting in making decisions concerning electrical issues. Mark got very high marks on his communication skills and his ability to listen to his employees. He was cautioned about being perceived as an agent of the employees during wage and benefit discussions. He stated that he tries to present all sides of an issue for the Commission to make its decision. 44 ______________________________________________________________________________ Page 2 of 2 The Commission is extremely pleased with the job Mark is doing as the General Manager, citing good employee morale, great employee work ethic and a genuine desire of his staff to work as a team. Several commissioners remarked that Mark has proven to be an excellent leader for ERMU and that he will get even stronger in that area as the years go by. John Dietz Commission Chair 45
