DISCUSSION:
• Earlier this month, Water Superintendent Dave Ninow and I met with representatives from
ISD 728 to discuss the possibility of constructing a water treatment plant on district-owned
property at Twin Lakes Elementary School (TLES). TLES is an ideal location for the plant as
ERMU will be drilling our next municipal drinking water well on the adjacent property, Fire
Station #3. The conversation went well with the district representatives confirming a
willingness to work with ERMU. Since that discussion, the district staff has confirmed the
TLES principal is open to the possibility as well, but they still need to discuss our request
with the superintendent and the school board. ERMU will include this site in a consultant
feasibility study to determine the best site for our next well. Staff will continue to keep the
Commission apprised as more detailed information becomes available.
• Staff has been discussing with the City a request from Vireo Health to only connect a part of
their facility to the public water/sewer mains. ERMU has made it clear that Vireo’s entire
facility must be connected to public water to meet their potable water needs. This
requirement is in our water rules policy to avoid any possibility of a cross-connection with a
private well. Only fire suppression system may be supplied by private well. City staff
supports our position but has not reached a conclusion regarding Vireo’s sanitary sewer
connection request.
• The Minnesota Municipal Power Agency (MMPA) Board of Directors met on May 27, 2025,
at Chaska City Hall in Chaska, Minnesota, and via videoconference. Commissioner Stewart
and I attended. The public summary follows:
o The Board reviewed the Agency’s financial and operating performance for April
2025.
o Participation in the residential Clean Energy Choice program increased by 48
customers. Customer penetration for the program is 6.3%.
o The Board discussed the status of renewable projects the Agency is pursuing.
o Management provided an update on MMPA’s resource plan.
