Action Requested
Adopt Resolution 25-26 approving a premises permit for the Elk River Youth Hockey Association at
Applebee's.
Background/Discussion
The Elk River Youth Hockey Association (ERYHA) requested a premises permit for gambling at Applebee's,
18891 Freeport St NW.
ERYHA holds permits for McCoy's Pub, Sammy's Pizza, Buffalo Wild Wings and Furniture and Things
Community Event Center. The city ordinance allows applications for premises permits that are not eligible
due to the limit on permits to be granted a waiver from the City Council if, within 30 days of the date of
submittal of the premises permit application to the city, no other eligible organization has applied to operate
gambling activities at the premises applied for by the ineligible organization.
Eligible gambling organizations were notified of the request by ERYHA and no other applications to operate a
premises permit at Applebee's were received within 30 days.
The Gambling Control Board requires the local unit of government where the premises are located to
approve the request by resolution before the applicant can submit their application to the Gambling Control
Board.

A Resolution of the City Council of the City of Elk River Approving Premises
Permit
WHEREAS,the City Council of the City of Elk River allows gambling licenses to be
issued within the city.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River, Minnesota, as follows: the request by Elk River Youth Hockey Association for a
premises permit at Applebee’s, 18891 Freeport Street NW, is hereby approved.
